Green Street Closure Approved for Kingston Tricentennial Proclamation Event

The Board of Selectmen approved a temporary road closure request for Green Street between Cross Street and Main Street for the Kingston Tricentennial proclamation event. The event is scheduled for Saturday and will feature a proclamation ceremony at 1:00 PM. The closure is requested from approximately 12:45 PM to 2:30 PM to provide additional space beyond the town green. The request was reviewed by the police, fire, and highway departments, with two police details and barriers requested. The motion to approve the closure passed 4-0-0.

ZBA Appointments Made Amidst Concerns Over Term Limits and Conflicts; Appeal Authorized

The Board of Selectmen discussed appointments to the Zoning Board of Appeals (ZBA). Concerns were raised about potential conflicts of interest, the long tenure of existing members, and the absence of term limits. Despite these concerns, a motion was made and seconded to appoint David Philamer to a four-year term. Separately, Paul Dowling was appointed as an alternate to the ZBA. Two alternate spots were left open for further consideration. The board also authorized town council to file an appeal on a ZBA decision in Plymouth regarding case number ZBA 360 Cherry Street.

New Bedier Circle Not Accepted as Public Road Due to Cost and Lack of Public Benefit

The Board of Selectmen discussed a request to accept New Bedier Circle as a public road. The development, approved in 2008, originally designated roads as private with homeowner responsibility for maintenance. Staff presented a memo detailing the road's current condition, including numerous catch basins and manholes needing maintenance, an aging pavement surface, overgrown trees impacting the roadway, and split-rail fences within the road layout. They estimated initial costs for bringing the road into good condition, including engineering assessments and repairs, to be at least $218,000. Several selectmen expressed concerns about the public benefit of accepting a dead-end street and the associated costs, especially since the town already plows the road. A motion was made and passed to not continue the process of accepting New Bedier Circle as a public road at this time.

Town Counsel Review and Community Engagement Initiatives Discussed

The Board of Selectmen discussed options for town legal counsel. They currently use Mead, Talerman, and Costa for both town council and labor council. While some board members expressed satisfaction with the current firm, others suggested exploring other options to ensure the town receives the best value, citing the importance of periodic bidding for professional services. The town administrator will gather information and potentially solicit proposals. The board also discussed a new initiative for community conversations, featuring interviews with town officials to inform residents about government services and initiatives. Updates on the DPW building reopening and the Treasurer Collector appointment were also provided.
