Carver Enters Animal Shelter Agreement with Lakeville

The Carver Select Board approved an agreement with Lakeville for animal shelter services. This follows the town's previous agreement with Middlboro, which was not renewed due to disagreements over a high medical bill and a general reluctance from Littleboro to renew. Lakeville has previously served as Carver's animal shelter, and the new agreement is considered reasonable in terms of housing rates per day. The agreement includes a $500 annual fee for expenses and upkeep. The board expressed comfort with the rates and the working relationship with Lakeville.

Eversource Electrification Pilot Project Findings Presented to Carver Select Board

Eversource presented findings from their electrification pilot project in Carver, mandated by a DPU order. The project explored the feasibility of transitioning homes from gas to electric heating and appliances. Extensive outreach was conducted, including door-knocking, informational letters, postcards, and two pop-up events, resulting in 378 recorded interactions. Key resident concerns included home modification costs, construction impacts, the necessity of electrification, potential power outages, and the sustainability of electrification for older homes. Some residents also expressed concerns about the taste of food from electric stoves and the transition from gas to electric heating. The project is voluntary, and participation is optional. Eversource has filed the project with the DPU and aims for approval by 2027, with implementation potentially starting then. Feedback regarding heat pump performance in snowstorms and the long-term maintenance costs after the initial three-year warranty was provided by the board.

Carver Votes to Apply for 40R Smart Growth Zoning Eligibility

The Carver Select Board is moving forward with an application for determination of eligibility for a proposed 40R smart growth zoning overlay district. This step is required by state law (MGL chapter 40R) before the town can formally apply for pre-approval from the EOHLC (Executive Office of Housing and Economic Development). A public hearing was held to gather public comment, which will be submitted with the application. The proposed zoning aims to comply with MBTA communities law and offers incentives, potentially providing Carver with up to $1.2 million. The town planner, Sean Lewis, presented details on the proposed district, comparing it to a 40B affordable housing development, and outlined the next steps, including further public hearings and a town meeting vote. The board voted unanimously to approve the application for eligibility determination.

Carver Select Board Removes Code of Civil Conduct Policy

The Carver Select Board voted unanimously to remove the 'Code of Civil Conduct' policy from its records. This decision aligns with a recommendation from the Town Council, which advised rescinding the policy due to changes in laws and concerns about the viability of the existing language. The board also discussed revising 'Select Board Guidelines for Conduct' and 'Guidelines for Conduct for Boards and Committees', which were presented with redline edits by the Town Council. However, due to time constraints and the need for further review by board members, these items were postponed to a later meeting.
