Data Center Utility Billing Issues Being Addressed; Meters Repaired

The Village Board received an update on the ongoing conversations with NT and ComEd regarding utility billing discrepancies for data centers. It was confirmed that the meters at the data center campus were not working, leading to inaccurate kilowatt-hour readings. ComEd has since corrected the meters, and NT is now paying their bills again, although they are seeking accuracy in past billing. NT strictly passes on electric usage to tenants and is not seeking a reduction, just accurate charges. NT maintains that their projections are accurate based on data from other centers, though this is their only campus working with ComEd. ComEd has up to two years under law to resolve any potential overbilling from the past. Similar issues have been reported by other towns dealing with ComEd and data centers.

State Multifamily Zoning Bill Blocked; LGDF Funding Secured Amidst Development Interest

The Village Board received an update on state legislation that would have allowed multifamily housing in single-family neighborhoods. Efforts by DMMC, the Illinois Municipal League, and other COGs, supported by Itasca, successfully pushed back this 'BUILD' legislation, preventing its passage before the end of the legislative session. The bill has been referred to committee. Additionally, the proposed cut to LGDF (Local Government Distributive Fund), a critical revenue source for municipalities, did not pass, which is seen as positive news given potential state revenue shortfalls. The board also noted that the Bears potentially relocating to Arlington Heights has generated discussion, and local developer Harlem Irving remains interested in downtown development projects.

Village Approves One-Year Salt Contract Extension with Compass Minerals

The Village Board approved a one-year contract extension for bulk salt purchase with Compass Minerals Inc. for the 2026-2027 season. DuPage County, acting on behalf of a consortium of municipalities, surveyed members on whether to solicit new bids or exercise a one-year extension. The consortium opted for the extension. The village's previous price was $70.79 per ton, and with a 5% allowable increase, the new price is $74.33 per ton. The village is obligated to purchase at least 80% of its typical annual purchase of 1,000 tons, amounting to $74,330, which is within the fiscal year 2027 budget of $80,000. The village currently has 800 tons of salt on hand, which is a full storage capacity. This extension allows the village to reassess the market next year.
