South Industrial Business District Improvement Project Engineering Contract Amended
The board authorized an amendment to the design engineering services agreement with Baxter and Woodman Incorporated for the South Industrial Business District Improvement Project. Amendment number three increases the contract by $23,000, bringing the total not-to-exceed amount to $321,950. This amendment covers housekeeping items needed to finalize the project, including updates to clean construction demolition debris (CCDD) requirements, permit extensions, additional public meetings, and bidding addendums due to project delays caused by the Arthur Court issue. Baxter and Woodman also provided construction assistance to the project's construction management engineer.
Five Used AEDs Declared Surplus, Authorized for Recycling
The board approved an ordinance to designate five used Automated External Defibrillators (AEDs) as surplus property and authorize their disposal. These AEDs have exceeded their useful life and have already been replaced. The plan is to recycle them through a recycler identified by the EMA director.
ProLodge Industrial Development Approved at 638-710 East Green Street
The board approved a special use permit for a preliminary and final Planned Unit Development (PUD) at 638 and 710 East Green Street, involving the demolition of two existing buildings on the former Victory Auto Records site. ProLodge plans to construct a 139,260 sq ft industrial building with 143 parking stalls, 38 loading docks, outdoor trailer storage, and a stormwater management facility. The project requires zoning code departures for specific site plan elements like landscaping and building setbacks. The Community Development Commission recommended approval with conditions, including adherence to engineering plans, initial landscaping in the western parking area (with potential conversion to parking later), environmental remediation, stormwater permits, and limitations on outdoor storage to semi-truck trailers and shipping containers. The petitioner estimates a $40 million investment, including $7 million for environmental and geotechnical remediation.
Subdivision Consolidation Approved for 638-710 East Green Street Property
The board approved an ordinance for a preliminary and final plat subdivision consolidation at 638 and 710 East Green Street, consolidating two existing parcels into a single lot. This action is described as housekeeping related to the previously approved Planned Unit Development (PUD) for the same property.
Contract Awarded for 2026 Pavement Preventative Maintenance Program
The board authorized the execution of a contract with Corrective Asphalt Materials LLC for the 2026 pavement preventative maintenance program, in the amount of $112,174.40. This program, which involves applying Reclamite to rejuvenate pavements, is conducted every other year and has been done since 2012. It aims to extend pavement life by five to ten years by restoring oils and resins. The current contract will treat pavements laid in 2024 and 2025, covering over 86,000 square yards. The cost is based on a joint purchase program price of $1.30 per square yard.
