Howell Township Council Meeting

Splash Park Proposal Requires Master Plan Update; Funding and Operational Costs Considered
The council discussed the splash park proposal, with a council member noting that master plan updates would be necessary. They acknowledged potential funding through the open space fund, in addition to grants, but highlighted that grants often require a local match. The operational costs, including manpower and potential overtime for the Department of Public Works (DPW), were also considered, estimating the park might operate seasonally from Memorial Day to Labor Day. The possibility of supporting one splash park in a larger park was deemed feasible.
Concerns Raised Over Manufacturing Facility Zoning Change, Environmental Impacts
Paula Samaral raised concerns about a proposed change of use from a warehouse to a manufacturing facility for plastic bottles and containers. She questioned whether the new owner could piggyback on the previous owner's variance approval and highlighted potential environmental issues, including the clearing of forest, the impact on the federally endangered northern long-eared bat, and proximity to Ardina Brook, which feeds into the Manasquan River Basin and is a source of drinking water. She also noted the potential impact on Ardina Elementary School. Information was requested on contacting the environmental commission for their perspective.
Resident Questions Goose Removal from Lake Louise; Township Manager Addresses Concerns
Sharon Pressie inquired about the authorization for the removal of geese from Lake Louise, stating it is illegal and questioning the right to interfere with the lake, which is funded by town taxes. She noted the geese had been present for 65 years without causing issues, acknowledging their mess but comparing it to the general state of the town. She expressed concern about the timing of the removal during the geese's molting season when they cannot fly and requested information on who authorized the action. The Town Manager stated that he is responsible for all activities and that the contract for goose removal is not anticipated to be renewed. They are meeting with the Animal Protection League of New Jersey to discuss alternatives for managing geese in parks.
'Teens Work Howell' Initiative Aims for County and Statewide Expansion
Angela Moroni expressed excitement about the 'Teens Work Howell' initiative, envisioning it as a pilot program for Mammoth County and New Jersey. She has contacted the labor board in Trenton and the One-Stop Shop in Mammoth County, both expressing interest. She believes the initiative can create job opportunities and plans to develop a business plan for its expansion. The Council acknowledged her efforts but reiterated their focus is on Howell Township.
Resident Proposes Data Center Ban Ordinance, Landlord-Tenant and Ethics Boards; Criticizes Zoning Board Conduct
Joe Bzonos followed up on documents submitted regarding ordinances banning data centers in New Jersey towns, asking if they were received and reviewed. He proposed the creation of a Landlord Tenant Advisory Committee to absorb aspects of the mobile home rental control board and offer additional tools to the rental community. He also proposed forming a local ethics board, detailing its composition and purpose of investigating ethical complaints. He noted that citizens should have a more active role in local government. Bzonos also described his observations at a zoning board meeting the previous night, criticizing the unprofessional conduct of two town professionals towards a resident named Bernie, and urged the council to investigate the matter and exercise caution when hiring professionals.
