The total operating budget will increase to $76,345,087, the building and bus replacement fund to $19,258,422, and the overall Hopewell Public Schools budget to $100,887,456. Councilor Wheat abstained from the vote.

Hopewell City Council Approves Lease Amendment for Marina Ice Vending Machine

Hopewell Secures Ratepayer Savings in Virginia American Water Case; Pushes for Legislative Change

Virginia American Water had initially sought to pass on costs from $150 million in capital improvements. A key change in Virginia law in 2025 removed the requirement for water utilities to prove the reasonableness and prudence of their capital improvement projects before seeking rate increases. The negotiated settlement reduced the proposed rate increase, saving Hopewell citizens money. The city is also working with other localities to advocate for legislative changes to reinstate the reasonableness and prudence standard for water utilities. Virginia American Water has agreed to submit to this standard for future rate increase requests.

City Council Appoints New Members to School Board, Library Board, Recreation Commission, and Towing Board

The City Council appointed Dr. William Butler and Ms. Brenda Pelham to the school board. The motion was made by Vice Mayor Joyner and seconded by Councilor Day. Councilor Wheat and Mayor Parton recused themselves from the vote. The appointments were approved unanimously by the remaining five council members. Additionally, Laura Rapp was appointed to the library board, Michael Ardent to the Recreation Commission, and Jerry Tucker, Mike McTarran, Brenda Livingston, and Marshall Falks were appointed to the towing board. This slate of appointments was moved by Councilor Wheat and seconded by Councilor Day, passing with a 7-0 vote.
