Homewood Council to Consider Funding for US 31 ATRIP Project Amidst Tight Deadline
The city is requesting concurrence and funding for the US 31 ATRIP project. ALDOT requires a letter of concurrence confirming the city's agreement to fund its portion of the project. The city's portion is 20% of any overages from the original $2 million grant. The project includes an access management project with resurfacing from Ventura to Old Montgomery Highway, funded 100% by ALDOT at approximately $4 million. The city needs to approve funds by Wednesday for the project to proceed, otherwise it will stall. The ordinance will involve an additional budget transfer of $900,000 needed to reach the total funding of $1.3 million, coming from carryover funds. Public hearings for the project were held six to eight months ago. The project is part of the high-injury network and includes safety improvements like closing excess accesses, pedestrian upgrades, sidewalks, and crossings. The city manager will be authorized to execute the agreement for the parking lot project at 185 Oxmore Road, which is estimated to take about 60 working days.
Homewood Considers Yield Signs and Striping for Rumson and Yorkshire Intersection
A request to add a stripe yield line and yield signs at the intersection of Rumson and Yorkshire was discussed. This is in response to a citizen's request due to the intersection being confusing to navigate due to a lack of signage and striping. The city must pass an ordinance for these changes, which will be compiled for consideration and discussed again at pre-council on July 13th. The public hearing for this item will likely be in August.
Homewood to Schedule Public Hearing on 405 Woodale Lane Nuisance Declaration
A request was made to set a public hearing for the consideration of declaring the property at 405 Woodale Lane a public nuisance. This item is brought forth by Code Enforcement. If the public hearing is set on July 27th, it would require a 30-day posting period. The property owner resides in Florida. If the issue is abated before the vote, the case would be dropped.
Homewood Council Considers Rezoning of 1832 25th Court South to NPD
The council discussed a request to rezone the western portion of 1832 25th Court South from Institutional District I-2 to NPD Neighborhood Preservation District zoning classification. This action is considered ministerial, cleaning up a previous decision to vacate the right-of-way to the landowner. A public hearing will be set for July 13th, with the hearing likely to occur in August. The process is described as simple and will likely be a quick approval for the council.
Homewood Proposes Data Center Moratorium to Study Impacts and Zoning
The council is considering an ordinance for a moratorium on processing applications for data centers with a capacity greater than one megawatt. This moratorium is intended to allow the city time to study the impacts and review its zoning ordinances, as current ordinances do not specifically address data centers. The moratorium would pause application processing until it is lifted. The urgency is due to the need to inform potential applicants and prevent permits from being filed before the city is ready. The city is also concurrently undergoing a comprehensive planning process.
