Highland Sanitary District Faces Delays on Consent Decree Project, Proposes Interim Pump Station Construction
During a study session, the Highland Sanitary District presented an update on their consent decree with the EPA and DOJ concerning Clean Water Act violations. The project, estimated at $75 million (2020 figures), involves significant upgrades to the sewage system to address sanitary sewer overflows (SSOs). Due to litigation between Hammond and Munster, Highland's Phase 1 Divisions B and C are delayed. To mitigate this, the district plans an interim project to construct a new North Fifth Street pump station, focusing on dry weather and emergency bypass pumps, at an estimated cost of $24-25 million. This interim measure aims to address the obsolescence of the current station and maintain progress on the overall project, which is now projected to extend beyond 2033.

Each officer took an oath to support the Constitutions of the United States and Indiana and to faithfully discharge their duties as police officers for the town of Highland.

The Highland Redevelopment Commission discussed several items, including ratifying an amendment to the purchase agreement for 2655 Garfield Street and requesting a two-week extension of the due diligence period to July 11th to finalize easement documentation and seller-side details. They also adopted Resolution 2026-13, approving a reimbursement of $2,238.15 for Northwest Indiana Parkinson's and Resolution 2026-14, approving a $34,500 reimbursement for the building at 2927 Jewett Street (former Van Senis building). The commission deferred action on Resolution 2026-15, the Highland Indiana Gateway Corridors Redevelopment Plan, to allow for further review and discussion with the Planning Commission.
