Starlanding and Highway 51 Parcel Rezoned to Commercial (C2)
The City Council considered PL 1967, a request to rezone a 3.049-acre parcel at Starlanding and Highway 51 from AR to C2. The parcel is designated 'suburban area – corridor mixed use' in the comprehensive plan, making C2 zoning appropriate. The planning commission recommended approval. The council discussed the implications of the recently revised C2 ordinance, which will take effect soon and apply to existing C2 properties. The applicant seeks C2 zoning, not C4, and is open to restrictions on certain uses if deemed necessary by the board. The motion to approve passed.
Wing Aviation Pitches Drone Delivery Program Partnership with Walmart
Wing Aviation presented a preliminary introduction to their drone delivery program in partnership with Walmart. This program, already operating in select Walmart locations, aims to launch in the Memphis metro region, including Hernando, Mississippi. Wing highlighted their FAA Part 135 air carrier certification, safety features, operational procedures, and community outreach efforts. They emphasized the speed, convenience, and potential benefits for residents, particularly for essential item delivery.
Rezoning Approved for Starlanding and Highway 51 Parcel to C2 Commercial
The City Council approved a zoning map amendment for a 3.049-acre parcel at Starlanding and Highway 51. The property, owned by Mary Stepp and represented by Garrett Madera, was rezoned from AR to C2. This change aligns with the recently adopted comprehensive plan's identification of the parcel as 'suburban area – corridor mixed use,' for which commercial zoning is applicable. The planning commission recommended approval by a 4-1 vote.
City to Apply for Delta Regional Authority Grant for Sewer Infrastructure Improvements
The City Council approved a resolution to apply for the Delta Regional Authority Community Infrastructure Fund grant. The purpose of the grant is to fund inflow and infiltration (INI) scoping and the extension of sewer lines. If awarded, the funds could be used to extend sewer lines from the Gull Road area towards the East Lake subdivision and to address INI issues. A portion of the project would require a local match, which could include in-kind contributions such as self-performed repairs.
Paving Project Discussion: Consolidation of Lists and Funding Challenges Ahead
The board discussed the timeline for future paving projects, acknowledging that current paving projects are nearing completion. The discussion highlighted that the current $1.9 million paving project was bid competitively, coming in significantly under other bids. It was noted that the upcoming paving projects, including the required match for the MOT grant ($700,000 worth of paving), will consume most of the available Modernization Act funds, leaving limited funds for a fall paving project. The board agreed on the advantage of consolidating paving projects into a single master list annually and discussed the need to re-evaluate road conditions following recent storms.
