Community Block Party Permit Approved; Building Near Farmers Market Declared Surplus
A special event permit was requested by Limestone Building Group for their second community block party. The permit includes the addition of a third food truck and fireworks, which will be located in the county. The council approved the permit. The city also considered declaring a building near the farmers market surplus. This building is a block structure that the city owns and is adjacent to the farmers market. The request is to declare it surplus, demolish it, and allow for future expansion of the farmers market. The motion to declare it no longer needed for a municipal or public purpose passed.
Council Rejects Sparkman Park Signage Bids, Approves Excavation and Sidewalk Contract Amendments
The council was asked to reject bids for Sparkman Park signage to allow the current park redevelopment company to present a new plan. The motion to reject the bid passed. The council also accepted a bid from Woodward Construction for mass excavation for a venue and library project at a cost of $602,272, with the project being within the approved $12 million budget. Additionally, an amendment to an existing contract with the three-notch group for sidewalks along Bethel Road and Street was considered, requesting an additional $135,700 for right-of-way acquisition services, which includes appraisals, negotiations, and discussions with 18 property owners.
Surplus Items Declared from Library and Parks & Recreation Departments
The council discussed declaring surplus items from the library and park and rec departments. For the library, 465 books and 69 DVDs were declared surplus because they haven't been checked out in five years, are damaged, outdated, or worn out. These items will be transferred to the Friends of the Library for resale or donated locally. For the park and rec department, various items including office chairs, dispensers, warmers, batteries, printers, an overhead projector, and music players were identified as surplus during the transition with Sports Facility Management Group. These items will be sold.
Fourth Quarter Sports Facility Budget Approved
The council considered the budget for the fourth quarter (July, August, September) of the sports facility management, presented by the interim general manager Greg Jackson. The projected total revenues are $241,858, and total expenses are $355,724. The mayor expressed confidence in the budget, noting it's a stub budget before the fiscal year 2027 budget is presented. A comparison to the city's cash-basis budgeting was difficult due to the management group's accrual basis. The motion to approve the budget passed.
Agreements Approved for Traffic Signals, Library Tech, and Emergency Management
The council authorized the mayor to sign an agreement with Aldot for signal makers as part of a carbon reduction grant. This involves upgrading signal equipment detection devices at intersections in Hartzall, which the city already maintains. The council also authorized the mayor to sign an agreement with C2 Design for audiovisual, surveillance, and access control systems for the new library event center, costing $16,280, which is within the approved $12 million budget. Additionally, the council authorized the mayor to sign an agreement with Morgan County Emergency Management Agency for the use of the Spartan City Center as an emergency site for evacuees, a standard annual contract.
