City Council Approves $40.2M Balanced Budget for FY2026-2027

The council approved Ordinance 2026-07 on second and final reading, adopting the fiscal year 2026-2027 annual budget totaling $40,255,597. The budget is balanced and maintains the current property tax millage of 68.7 mils. Key highlights include a 3% cost of living adjustment (COLA) for eligible employees, the addition of one new position in the natural gas department, adjustments to overtime and holiday pay for police and fire departments, and an updated compensation and classification study. The budget also allocates funds for the completion of the Wall Jones Street parking lot and Phase 1 of PD Terry City park improvements (tennis courts, pickleball courts, lighting, fencing) using recreation impact fees. The public works fee is adjusted to $239 annually, and sewer rates will see a slight increase due to rising billing partner costs. Natural gas rates are also increasing to fund infrastructure upgrades. Solid waste will be self-sustaining, a change from previous years where it was subsidized by the general fund. 3.3 Acres Annexed for New Fire Station at 1587 Scuffletown Road

The council reviewed and approved Ordinance AXZ 2026-03 on its second and final reading, which annexes approximately 3.3 acres at 1587 Scuffletown Road into the city limits of Fountain Inn. The property will be zoned RC Residential Conservation District and assigned to Council Board 4. The city intends to develop this property with a new fire station. The Planning Commission had previously voted unanimously in favor of the annexation and zoning, and no opposition was raised during the public hearing. This annexation will allow the city to proceed with permitting and construction plans for the fire station.

Fountain Inn Renews Cooperative Agreement for HUD Funds with Greenville County

Resolution 2026-04 was approved, authorizing a cooperative agreement between the City of Fountain Inn and the Greenville County Redevelopment Authority (GCRA) for fiscal years 2027 through 2032. This agreement allows the city to continue participating in Greenville County's urban county program for Community Development Block Grant (CDBG) and HOME funds. These funds are received annually without competitive bidding, unlike the alternative of applying for competitive grants through the state. The city has successfully used these funds for beneficial community projects, such as park restrooms. The council views this partnership as productive and beneficial.

Ordinance PZ 2026-01, concerning a rezoning of property at 701 Fairview Street, was approved on its second and final reading. The Planning Commission unanimously recommended approval, and no opposition was heard during the public hearing. The council approved the rezoning unanimously.
