City Council Approves Purchase of New Transit Bus to Replace Outdated Vehicle
The City Council considered the purchase of a new bus for the city's transit department, Electric City Transit. The transit system operates six routes throughout Anderson County and connects with Clemson's CAT buses. The bus being replaced has exceeded its useful life, with over 250,000 miles, and is an ElDorado model. The city procured the new bus through the Georgia Department of Administrative Services contract, which is recognized by the federal government. This new bus will be a clean-burning diesel model, matching the style of three other 'trolley-like' buses already on order, which are expected in the fall. The total fleet will remain at nine buses. The procurement process was managed by Keith Moody, the transit manager, and Elizabeth Willis from the finance department, who works with FTA personnel for grant writing. The council approved the purchase. The vote was unanimous.
City Council Approves Low-Interest Loan for Wastewater Treatment Plant Upgrades
The City Council considered the second reading of an ordinance for a Clean Water State Revolving Fund loan for wastewater treatment plant improvements at the Rocky River and Generosity Creek facilities. The loan will finance two projects: replacement of the floating anaerobic digester lid and upgrades to the Supervisory Control and Data Acquisition (SCADA) system at both plants. The South Carolina Water Quality Revolving Fund Authority offers low-interest financing for such infrastructure projects. The current interest rate for the loan is 2.6%, which is significantly below the market rate of 4.5% for a 10-year benchmark. The estimated annual debt service is $215,000 for a 20-year term. The council approved the ordinance on second reading, enabling the city to close on the loan and lock in the interest rate before potential increases in July. The vote was unanimous.
City Council Approves Paving Priority Resolutions for County and State Submission
The City Council considered and approved resolutions for repaving priorities to be submitted to the Anderson County Transportation Committee (ACTC) and the South Carolina Department of Transportation (SCDOT). These resolutions guide the ACTC in developing plans and funding applications for paving projects and are required by the ACTC for funding applications. The city maintains a list of streets needing repaving, which is ranked using a weighted system considering pavement condition, traffic volume, economic and community impact, and population affected. A cohesion bonus is also applied to ensure subdivisions are paved together. The resolutions and paving lists, ranked by need, are provided to the council. The city submits only the top-ranked streets for annual funding consideration. Several major projects are currently underway or recently completed, including on Clemson Boulevard, Greenville Street, and Bellevue. Concerns were raised about the condition of Mauldin Street, and staff confirmed it is on the district's radar. The council approved forwarding these resolutions to the ACTC and SCDOT. The vote was unanimous.
City Council Approves Rezoning for Bakery on South Bench Street
The City Council considered the second reading of an ordinance to rezone 504 South Bench Street from Limited Office (LO) to Neighborhood Commercial (NC). The rezoning is to allow for the operation of a bakery. The property consists of two adjacent parcels, one with a vacant commercial building and the other vacant. The proposed NC zoning permits retail and restaurants, which are not allowed under the current LO zoning. The city's future land use map and the draft unified development ordinance also indicate this area trending towards neighborhood commercial. Any exterior alterations to the site will be subject to review by the Board of Architectural Review due to its location within the Anderson Historic District. The planning commission recommended approval, and the council approved the rezoning unanimously.
City Council Authorizes Easement for Duke Energy to Support Building Renovation
The City Council authorized the execution of an easement to Duke Energy Carolina LLC for the installation and maintenance of electrical and communication infrastructure. This easement is necessary to provide power for the new Big John's building renovation. It is located in the general area of a previously approved easement for the State Historic Preservation Office, situated between the park and the new renovation buildings. The easement will cover a short section of sidewalk between an underground transformer and the building. City staff confirmed that this easement will not interfere with current or future park operations. Duke Energy requires this easement to extend its infrastructure to the corporate limits. The council approved the ordinance authorizing the easement. The vote was unanimous.
