Councilmember Lines cast the dissenting vote.
Encinitas Approves Annual Fee Adjustments for Planning, Engineering, and Outdoor Dining
The City Council approved resolutions to update planning and engineering development processing fees and the outdoor dining right-of-way usage fee for Fiscal Year 2026-27. The adjustment of 3.8% is based on the Consumer Price Index (CPI) increase for calendar year 2025. This CPI adjustment is an interim measure, as a comprehensive user fee study is underway and expected to be presented in Fall 2026. The outdoor dining fee, implemented in June 2024, was also adjusted by 3.1% last year and is indexed to CPI. Staff estimated the total fiscal impact of these CPI adjustments to be approximately $65,000.
Sheriff's Department Reports Significant Crime Reduction and Increased Proactive Policing
Captain Watts of the Sheriff's Department presented a quarterly update on crime statistics, noting significant decreases in crimes against persons (2% down), crimes against property (16% down), and crimes against society (36% down) compared to the previous year. Property crimes, including vehicle thefts and burglaries, have seen substantial decreases. The presentation highlighted the department's proactive measures, with a significant increase in deputy-initiated activities from 17,823 in 2023 to 36,161 in 2025, positioning the station as a leader within the sheriff's office. Enforcement efforts on municipal codes, DUIs, and traffic citations have also increased, contributing to a decrease in traffic collisions.
Encinitas Appoints Nine Members to Skate Feature Committee
The City Council appointed nine members to the Skate Feature Committee. After reviewing 13 eligible applications, the council selected individuals with diverse backgrounds, including incumbent commissioners, those representing different schools and ages, and individuals with significant skateboarding experience and broader community involvement. Councilmember Lines emphasized the importance of diversity and broader expertise beyond just skateboarding. Councilmember Schafer moved to appoint Luke and Marco as council liaisons to the committee.
