Santee Adopts FY 2026-27 Budget with 22.44% Reserve, Notes New Software Tax Obligation
The City Council reviewed and adopted the proposed operating budget for fiscal year 2026-27. The budget is balanced, projecting a reserve of 22.44% and includes no increases in full-time employees or new/expanded programs. Key revenue sources include property tax ($29 million) and sales tax ($20.8 million), with a new cannabis community benefit fee estimated at $300,000. Expenditures are projected at $66.6 million. Personnel costs include a 3% COLA and a 1.5% market adjustment for the Santee Firefighters Association. Staffing changes include adding an assistant city manager and engineering technician, while reducing an economic development manager and senior management analyst. The budget also includes a $4.5 million pavement program and increases for EMS ambulance fees. A new state sales tax on software and SaaS, effective January 2027, was noted as an unbudgeted obligation.
Santee Council Approves Ballot Measure for 1% Sales Tax to Fund Infrastructure and Public Safety
The City Council considered placing a temporary one-cent (1%) general sales tax measure on the November 3, 2026, general municipal election ballot for a 10-year period. This measure aims to fund an estimated $327 million in unfunded capital improvement projects, prioritizing pavement management, fire facilities, public safety, bridge restoration, storm drains, and park maintenance. Feasibility studies indicated that a half-cent tax would generate $7 million annually, insufficient for the CIP needs, while a one-cent tax is estimated to generate $14 million annually. The proposed measure includes a citizen oversight committee and local control of funds. Councilmember McNellis recused from the vote. The measure passed with a 4-1 vote, requiring a four-fifth majority.
