Affordable Housing Project Groundbreaking Delayed; Parking Lot Open for Comic-Con
Council Member Dillard addressed concerns about the Spring Street affordable housing project's groundbreaking delay. Initially planned for July, the event is now targeted for late summer due to two bills in Sacramento creating uncertainty for banks involved in affordable housing financing. While efforts are underway to amend the bills, the delay impacts projects statewide. On a positive note, the MTS Spring Street trolley station parking lot will remain open for Comic-Con attendees (July 23rd-26th) until construction begins. Dillard also clarified details about the project's affordability, stating income ranges for qualified residents and confirming it is 100% affordable housing. She dispelled a rumor that it was exclusively for the formerly unhoused, clarifying that while specific categories exist, the general income limits allow for broad qualification.
City Council Approves 73-Unit Condominium Development Amidst Resident Concerns
The City Council approved Project 2026-1209, a final map for a one-lot subdivision (La Mesa track number 2023-2348) for a 73-unit condominium development at 9407 Jericho Road. While the vote was administrative and passed with all council members voting yes, Council Member Fiziki expressed reservations about the project's impact on neighborhood congestion, parking, and traffic, and the potential for the units to become rentals, affecting property values. She noted that the neighborhood's concerns about these issues had not been adequately addressed. Jerry Jones from the Planning Commission spoke in favor, emphasizing that the project is for sale condos, an opportunity for families, and praised the developer for adding parking and responding to public comments. The City Attorney clarified that the vote was ministerial, focused on whether the final map met tentative map requirements, which it did.

City Approves Funding for LEAP Forward Program to Support Local Businesses
The City Council approved a resolution authorizing an agreement with the San Diego East County Economic Development Council (EDC) to administer the remaining $45,000 of ARPA funds for the LEAP Forward program.
