Airport Noise and Control Sparks Third Lawsuit and Community Concerns Over Representation
Citizens for Friendly Airport (C4FA) has filed a third lawsuit against the County of San Diego regarding a new American Airlines contract, citing the county's refusal to follow a 2021 court order. C4FA emphasizes this action is about local control and voting rights, asserting that any airport expansion requires a public vote per a 1980 citizens' initiative. They state they will continue to fight to protect Carlsbad's right to vote and local control. Residents from San Marcos, Escondido, and Vista also expressed concerns about Palomar Airport's operations and safety, noting limited local representation on regional bodies like the San Diego Airport Land Use Commission and LAFCO, and urging Carlsbad to review its representation.
All-Way Stop Control Approved for Batiquitos/Aviara and La Costa/Camino de los Cochas Intersections
The City Council approved ordinances establishing all-way stop control at two intersections: Batiquitos Drive and Aviara Drive, and La Costa Avenue and Camino de los Cochas. Staff analysis, using California Manual on Uniform Traffic Control Devices guidelines, supported these recommendations. High-visibility crosswalks will be installed where ADA access is available, with future projects planned for pedestrian ramps and crosswalks where needed. These changes aim to improve safety by addressing pedestrian-vehicle interaction issues and near-misses reported in these areas.
Carlsbad Bans Onshore Oil and Gas Facilities in All Zones
The City Council unanimously approved an ordinance prohibiting onshore oil and gas facilities in any zone within Carlsbad. This action aligns with state law (AB 3233) that grants cities more authority to limit or prohibit such operations. Although existing city regulations from 1989 allowed limited facilities in heavy commercial and industrial zones, state laws passed in 2022 (SB 1137) and 2024 now significantly restrict these operations due to buffer zones around sensitive uses. The city has a history of opposing offshore drilling and maintains this opposition in its legislative platform.
Carlsbad Library and Arts Foundation Donates Over $224,000 for Programs and Collections
The Carlsbad Library and Arts Foundation announced a donation of $224,877 for fiscal year 2026-2027 to support library and cultural arts programs, supplementing the city's general fund. This donation is derived from three endowments: the Robert H. Gartner Culture Endowment Fund for programming, the Benson Family Endowment Fund for library collections, and the Canon Endowment for the Canon Art Gallery. Additionally, the foundation recently received a legacy gift of $452,805 from a trust, which will also support the Canon Art Gallery and be known as the Canon Endowment 2 Fund. The foundation's model involves investing donations, with earnings used for programs, allowing the principal to continue benefiting the community.
All-Way Stop Control Approved for Tamarack Avenue and Sunny Hill Drive Intersection
The City Council voted to approve an ordinance establishing all-way stop control at the intersection of Tamarack Avenue and Sunny Hill Drive. Staff recommended the change based on California Manual on Uniform Traffic Control Devices guidelines and observed pedestrian activity. The ordinance will become effective 30 days after adoption, with stop signs installed via work order. High-visibility continental-style crosswalks in thermoplastic will be installed. Council members expressed support, noting that the current situation is not working and a change is necessary. A speed cushion at the intersection was also noted as problematic and will be corrected with this change.
