Resident Requests 'No Parking' Signs to Address Student Parking Issues
A resident, Scott Cybert, appealed to the council regarding the lack of 'no parking' signs on a short block where school students frequently park, blocking driveways and other vehicles. He requested two signs between Long and Walnut Streets to prohibit this activity. The council acknowledged that this issue had been previously discussed and forwarded to Public Safety, and agreed to forward it again for discussion and potential action.
Parking Concerns and Neighbor Disputes Addressed; Sewage Facilities Module Approved
The council addressed a personal appeal regarding residential parking issues, specifically the lack of 'no parking' signs near a school, leading to students blocking driveways and parking improperly. The council agreed to forward the request to the Public Safety committee for discussion and potential action. Another personal appeal concerned ongoing issues with a neighboring rental property, including trespassing, harassment, property damage, and sanitation concerns. The council noted that many of these issues are police matters but stated they would review potential code ordinance violations. A resolution regarding a sewage facilities module for 216 South Second Street was approved, as required by the DEP for modifications to the sewer system.
1803 House Roof Replacement Approved with Standing Seam Metal Roof
The council approved a proposal from the 1803 House board to replace the historic house's roof with a standing seam metal roof. The board presented research on three options: standing seam metal, synthetic, and real cedar shakes. The metal roof option was chosen due to its longevity, cost-effectiveness ($51,000 compared to $70,000 for synthetic), and historical appropriateness, as metal roofing existed in 1803 and is approved by national park service and PHMC guidelines. The Historic Commission recommended approval, and the council voted unanimously to approve the metal roof replacement.
Council Approves June Bill List and Addresses Real Estate Tax Billing Error
The council approved the June 12th, 2026 bill list, totaling $1,293,231.76, which includes payroll, payroll taxes, and other expenses. Separately, it was reported that an error in real estate tax bills resulted in street lighting millage being omitted from installment payments. The tax collector will issue corrected vouchers for the final two installments to account for this omission, with the adjustment being approximately $16 per installment for a $200,000 house.
Public Works Department Hires New Employees and Approves Replacement Process
The council approved the hiring of two full-time public works employees, Ryan Reets and Richard Dip Burner, pending background checks and completion of probation. Additionally, Logan Davidson was retained as a full-time public works employee after successfully completing his probationary period. Joshua Oric was hired as a part-time seasonal park employee. The council also discussed the upcoming retirement of Terresa Pullman in February 2027 and approved moving forward with the hiring process for her replacement.
