Community Project Updates: Parks, Public Spaces, and Infrastructure
The City Administrator provided updates on several community projects. The ribbon cutting for Cypress Basin is scheduled for the 23rd at 1604 Sherwood. 72 Acres Near Lake Musby Assigned Conservation Preservation Zoning
Council unanimously approved the first reading of an ordinance (ZA 202260720P) to assign conservation preservation zoning to approximately 72 acres behind Lake Musby and adjacent to New Road upon annexation. This property was acquired by the city in 2025 and was inadvertently omitted from previous zoning actions for surrounding Lake Musby properties. The area is heavily wooded, contains a transmission line easement, and is encumbered by flood-prone and environmentally sensitive areas. The proposed zoning is consistent with the comprehensive plan and surrounding city-owned properties. Planning Commission and staff recommended approval.
Annexation and Rezoning Request for Lacy Road Property Deferred
Council discussed and deferred two companion items related to property on Lacy Road. The first item, ZA 20250721H, involved annexing approximately 22.888 acres and rezoning from county professional institutional to city residential (AR district). The applicant sought annexation ahead of development. The Planning Commission recommended a deferral, aligning with the current county zoning, while staff recommended deferral. Council voted unanimously to combine and defer both items to a later meeting.
Highway 501 Business Property Annexation Approved; Zoning to be Reviewed
Council unanimously approved the first reading of an ordinance (ZA 202260803D-10) to annex approximately 10.12 acres at 1151 Highway 501 Business. The annexation is requested in conjunction with a name change for the city utility account. The property has a commercial building, previously Alman Tractor Equipment, now used for heavy equipment sales and rental. The applicant seeks light industrial zoning upon annexation, though the city's future land use map identifies the property as highway commercial. This suggests future considerations regarding long-term land use along the Highway 501 corridor. Planning Commission will review the zoning request later.
West Highway 501 Property Rezoning Approved for City Highway Commercial Use
Council unanimously approved the first reading of an ordinance (ZA 20260720) to rezone approximately 65 acres at 3154 West Highway 501 from County Commercial Forest Agricultural to City Highway Commercial. The property has an existing commercial building and owner is requesting connection to city utilities, leading to annexation. The proposed zoning aligns with the city's future land use map and the existing commercial building use. Any future tenant will require permits and approvals. Planning Commission and staff recommended approval.
