Stationery Store Approved for 703 Donaghey Avenue
The council approved a conditional use permit for a stationery store in the O3 zone at 703 Donaghey Avenue, the former Frodo's Foot Clinic building. The applicant, Eric Kinsfater, a long-time employee of Conway Regional Medical Center, plans to offer fine writing instruments and stationery, aiming to provide a unique shopping experience not currently available in the state. All conditions outlined by the planning commission, including hours of operation, have been agreed to by the applicant.
Council Approves Funding for Downtown Holiday Lighting and Decor
The City Council approved a resolution for ridge lighting and holiday decor for the Conway Advertising and Promotion Commission (AMP). The initiative aims to enhance Christmas celebrations and holiday decor throughout downtown. The AMP Commission reviewed proposals and selected vendors for holiday decor and ridge lighting. The chosen vendor for ridge lighting was selected based on price and being a local company. The LED ridge lighting is programmable for year-round use with different colors. The project is fully funded by the AMP Commission reserves. The council approved the resolution, noting it will also provide additional safety and lighting in the downtown area.
Conway Police Department Acquires Armored Vehicle and Explores Less-Lethal Options
The council approved an ordinance appropriating asset forfeiture funds for equipment for the Conway Police Department. A portion of these funds will be used to 'upfit' a newly acquired armored vehicle, including a paint job, decals, and lights. This vehicle is intended for high-risk situations such as barricaded suspects and hostage scenarios, and can also be used during natural disasters for debris removal and rescues. Asset forfeiture money, primarily from drug seizures and other criminal proceeds, will fund this purchase, not taxpayer money. Additionally, the department is requesting asset forfeiture funds to purchase four new JPX less-lethal devices as a trial, as an alternative to expensive Taser contracts. This is to test their effectiveness and cost-efficiency compared to Tasers, which are projected to cost approximately $900,000 over five years.
Earl Rogers Property De-annexed from City Limits
An ordinance was approved to de-annex property located in section 23, township 6 north, range 14 west, off Highway 25, from the city of Conway and release it back to the county. The property is known as the Earl Rogers property. The request was made by the Allen and Hill families, representing the current owners, due to a lack of adequate city services and the high expense of extending water service to the sparsely populated area. The families plan a residential development for two to three families. The de-annexation avoids the expense of bringing city utilities and addresses additional city-related expenses like road and fire considerations. The property has limited street frontage on Highway 25, making large-scale development impractical.
Conway Police Department to Receive Reallocated Reimbursement Funds
The council approved an ordinance appropriating reimbursement funds from various entities to the Conway Police Department. These funds will be reallocated to respective accounts, primarily covering extra duty work performed by officers. The ordinance passed with a 7-0 vote.
