Christmas Celebration Lighting Contract Renewal Deferred for Insurance Updates

Playground Equipment Bid Award Deferred Amidst Cost and Quality Concerns
The council considered a bid award for OJJERC playground equipment, with a recommendation to award Cunningham Recreation at $89,999. This amount is within the current budget. Staff clarified that insurance reimbursement from the vendor's carrier for damaged playground equipment would not be available due to policy exclusions related to workmanship. The city may pursue recovery through its own insurance carrier. The proposed playground structure fits within the existing fall zone, with options to expand the area to accommodate larger equipment and create a sand volleyball pit. Alternative, more expensive playground options were presented, ranging from $103,000 to $265,000. Staff also discussed future recreational improvements like a pool, splash pad, or tennis courts at the OJJ site, as per the original site plan. The council also debated potential enhancements, including standalone components or upgrading to PIP rubber surfacing, and the possibility of phasing playground development. After discussion regarding equipment quality, cost, and lead times, the item was deferred.
Sherilyn Williams Appointed Assistant City Secretary
The council discussed and considered a resolution for the appointment of Sherilyn Williams as assistant city secretary. A motion was made and seconded to approve the resolution. Council members spoke highly of Ms. Williams, commending her character, suitability for the role, and ongoing certification training. Janine Boucher, President of Montgomery Oaks Homeowners Association, addressed the council regarding an open records request submitted on March 24th, 2026, concerning issues like erosion, tree loss, and inadequate silt fencing related to Meritage Homes development activities since 2022. She detailed the follow-up actions, including an email on April 8th, 2026, and being informed by Assistant City Attorney Gretchen Kirsten on April 9th, 2026, that payment was required. The association paid the estimated cost on May 1st, 2026. Despite the response deadline under the Texas Public Information Act passing, only a portion of the records were provided on May 21st, 2026, with Ms. Kirsten stating the IT department was still compiling remaining documentation. Boucher stated that follow-up emails on June 8th and June 24th, 2026, yielded no response, and requested the city provide the remaining documentation without further delay, noting over three months have passed since the request and almost two months since payment was received.
