She detailed the follow-up actions, including an email on April 8th, 2026, and being informed by Assistant City Attorney Gretchen Kirsten on April 9th, 2026, that payment was required. The association paid the estimated cost on May 1st, 2026. Despite the response deadline under the Texas Public Information Act passing, only a portion of the records were provided on May 21st, 2026, with Ms. Kirsten stating the IT department was still compiling remaining documentation. Boucher stated that follow-up emails on June 8th and June 24th, 2026, yielded no response, and requested the city provide the remaining documentation without further delay, noting over three months have passed since the request and almost two months since payment was received.
