Concord Council Approves Right-of-Way Closure, Denies Annexation Amidst Zoning Concerns, and Accepts Utility Service Applications

The City Council held a public hearing and adopted a resolution to close a 0.242-acre right-of-way located between Travis Lane Northwest and Chadbury Drive Northwest. Luke and Megan Roffers, property owners adjacent to the closure, will receive a portion of the abandoned right-of-way. Additionally, a public hearing was held for the annexation of approximately 14.10 acres at 3030 Zion Church Road and 534 Good Hope Road. Despite a proponent's request to consider industrial development and a tiny home community, a resident voiced concerns about industrial use next to their property, leading to the council's denial of the annexation. Separately, preliminary applications for water and sewer service outside city limits were accepted from Tony and Wendy McDonnell, Juan Garcia Ramirez and Oliveira's Cervantes Model Carmen, David Carter, and We Build Concord, allowing them to proceed to the final application phase, excluding annexation.

Concord City Council Approves Contracts for Fleet Building Renovation and Engineering Services

The City Council authorized the City Manager to negotiate and execute a contract with Pinnex Incorporated for the renovation of the former fleet building to house the Communications Department. The contract amount is $439,450. Additionally, a contract with CGZ Engineering PLLC was authorized for on-call engineering and design services, not to exceed $200,000.

Public Art Commission Advances Bus Wrap and Signal Box Projects; City Budget Allocates Funds for Greenways and Parks

The Public Art Commission provided an update on its projects, including bus wraps and traffic signal box art. A vendor has been selected for wrapping three buses, with designs chosen and artists notified. For the traffic signal box project, 10 signal boxes will be wrapped, with three designated for school art programs and seven to be selected via a call for artists. The commission is also developing publicity materials and investigating grant opportunities. Separately, the city budget includes $1.8 million dedicated to continuing progress toward 30 miles of Greenway by 2030, with work planned on the McKeech and Greenway, and funds for Phase 2 of the Parks and Recreation general obligation bond projects, including improvements at Hartshill Park, Wilson Street Park, and the Academy Recreation Center.

Concord City Council Approves FY 2026-2027 Budget with No Tax Rate Increase

The City Council reviewed and adopted the proposed Fiscal Year 2026-2027 annual budget, totaling $402.4 million across all funds. The general fund budget is $169.3 million, maintaining the current tax rate of $0.42 per $100 of valuation. Strategic rate adjustments for electric, water, and wastewater customers were recommended for sustainability. The budget allocates $4.4 million to the Transportation Improvement Fund, $1.8 million for Greenway projects, and $1.8 million for affordable housing initiatives. It also funds 33 new full-time positions and six part-time positions to enhance city services, including 18 new positions for Fire Station 12. A 3% cost of living adjustment and merit-based increases for employees were also recommended.

Concord Council Denies Annexation Amidst Industrial Development Concerns; WeBuild Concord Reports Progress on Housing Projects

During the public hearing for the annexation of 14.10 acres at 3030 Zion Church Road and 534 Good Hope Road, a resident expressed concern about the potential for industrial development adjacent to their property. The council ultimately voted to deny the annexation request. Separately, WeBuild Concord reported progress on its Lincoln Street development, with 17 units currently at the site and homeowners averaging 32 years old. They are also finalizing plans for the Corbyn Avenue cottages and completing construction on 'The Sanctuary' on Kerr Street, with a ribbon-cutting scheduled for July 14th.
