Harrisburg Approves FY2027 Budget with No Tax Increase, Focus on Public Safety and Infrastructure
The Harrisburg Town Council approved the fiscal year 2027 budget ordinance, tax rate schedule of fees, and capital improvement plan without a tax increase for the third consecutive year. The total proposed general fund expenditures are $36.3 million, a 2.9% decrease from the previous year, with no reduction in services. Key investments include $8.4 million for transportation improvements, $12 million for public safety (police and fire), and $9 million for parks, facilities, and improvements. The water and sewer fund will see a 5% rate increase, accounting for pass-through costs from WASAC and the City of Concord. The budget was developed with significant public engagement and staff efforts towards efficiency and innovation, aiming to maintain service levels while optimizing costs and diversifying the tax base.
Harrisburg Prioritizes Economic Growth and Public Services in FY27 Budget
The council discussed the upcoming FY27 budget, emphasizing a commitment to operational excellence and maintaining service levels without tax increases for the third consecutive year. The budget focuses on targeted increases for economic development and planning, aiming to diversify the tax base and reduce reliance on residential property taxes. Investments in public safety continue, alongside strategic acquisition and expansion of park facilities and addressing transportation issues. The presentation highlighted the town's strong financial position, efficient operations, and dedication to providing high-quality services at competitive costs, supported by staff innovation and community engagement.
Harrisburg Launches Interactive Capital Improvement Plan Map for Enhanced Transparency
The town presented a new Capital Improvement Plan (CIP) map, designed to provide residents and council members with an accessible, dynamic, and visual representation of ongoing and planned capital projects. This digital map aims to replace cumbersome spreadsheets and budget reports, offering details on project budgets, funding sources, resident impacts, and completion dates. The initiative is part of the town's commitment to transparency and community engagement. The platform is accessible via the town's website, allowing users to click on project pins for detailed information. Currently, it features FY26 projects, with FY27 projects to be added after budget adoption. Feedback for potential improvements and additions is welcomed.
Harrisburg Approves Construction of Public Safety Storage Building
The town council approved a contract with Eagle Carports for the construction of a public safety storage building behind Fire Station #1. The $102,000 project, with $75,000 funded by the fire department and $27,000 by the sheriff's office, will provide needed storage for equipment for both departments, including a new UTV for the sheriff's office. The current storage facility is dilapidated and poses safety violations. The new building aims to expedite equipment storage needs and improve safety conditions.
Community Members Demand Transparency and Respect in Council Proceedings
During public comment, Rosa Culver Sims addressed the council about recurring issues and the need for respect, drawing parallels to civil rights struggles. She emphasized her consistent presence and expectation of being heard and looked at when speaking. Johanna Bako spoke in support of recognizing Dr. Aaron Banks as Mayor Pro Tem, urging the council to 'close the loop' and provide the recognition she earned. Jamon Bryant Herren, representing the Black Political Caucus, echoed concerns about the lack of public recognition for Dr. Banks' title, questioning the inconsistency and demanding clarity and accountability from elected leaders. He highlighted the importance of representation, transparency, and public trust.
