Bonnie Lake Adopts Ordinance Regulating Electric Motorcycles
The council established Chapter 10.21 of the Bonnie Lake Municipal Code regarding electric motorcycles. This new ordinance mirrors state law in its definition of electric motorcycles but provides enhanced enforceability for the city. Key provisions include requiring electric motorcycles to be street legal, which necessitates licensing, taillights, headlights, and prohibiting their operation on sidewalks. Parents can be held accountable if they knowingly allow their underage children to operate these vehicles, and the vehicles can be impounded if operated by an unlicensed driver. The ordinance was prompted by an increase in minors operating electric motorcycles unsafely on roads and sidewalks, posing risks to themselves and the public. Public education efforts, including social media and a collaborative letter from local agencies, are underway to inform the community about the new regulations.
Council Approves Contract for Justice and Municipal Center Improvement Designs
The council approved a motion to authorize the award of a professional services contract with BCRA for concept design and cost estimating services related to tenant improvements for the Justice and Municipal Center. The project aims to address staff needs identified by Judge Berry, including a staff break room, kitchen area, and improved bathroom access. Currently, the court staff's break room also serves as a jury room and community court meeting space, limiting its functionality and security. The proposed improvements involve refurbishing existing unusable space to create a safe and comfortable environment for staff, which is seen as crucial for retaining long-term employees. The funding of $20,000 will come from the general governmental CIP fund balance and is intended to provide detailed cost estimates for potential future projects, allowing the council to make informed decisions for the next six-year CIP budget. The urgency is driven by budget deadlines at the end of July.
City Renews School Resource Officer Contract with Sumner-Bonney Lake School District
The council renewed a three-year contract with the Sumner-Bonney Lake School District for School Resource Officers (SROs). The contract specifies Monday through Thursday, 10-hour shifts, meaning no SRO coverage on Fridays due to it being a school study day. This decision was made to align with the school district's request and to avoid overtime charges, as Mondays are busier with overflow from weekend events than Fridays. Patrol officers will still respond to Friday calls via 911. Concerns were raised about the risk of having no SRO presence on Fridays, but the police chief clarified that patrol officers are available and that SROs do not handle school disciplinary issues, only municipal code and state law enforcement. The contract passed with support from council members who appreciate the partnership with the school district.
City Amends Lewd Conduct Laws to Strengthen Protection of Minors
The council amended Chapter 9.05 of the Bonnie Lake Municipal Code relating to lewd conduct, indecent conduct in the presence of minors, and facilitating lewd conduct. The amendment clarifies language to enhance the protection of children from indecent or lewd conduct and exposure from adults. Key changes include redefining prohibited conduct to refer to 'any part of the male or female genitals' and explicitly prohibiting exposure of any body part in an erect state, masturbation, and certain fondling actions, particularly when minors are present. The update aims to provide clearer parameters for law enforcement, enabling them to take action before offenses occur and ensuring greater specificity in enforcing lewd conduct laws. The council thanked Chief Barry and attorney Haley for their work on the amendment.
Alliance for Sustainable Climate Action Presents Collaborative Climate Initiatives
The Alliance for Sustainable Climate Action (ASCA) presented its work to the city council, highlighting its vision of building a more sustainable and resilient future for Pierce County through collaboration. ASCA engages cities and towns in fact-finding, grant writing, and resource sharing to address climate resilience and mitigation challenges. Key participants include cities like Tacoma, Edgewood, DuPont, Lakewood, and Pierce County itself. ASCA focuses on sharing information, conducting workshops (e.g., wildfire preparedness), assisting with grant writing, and advocating for climate action funds. They are also involved in regional planning efforts, such as the Puget Sound Region EV Charging Plan, and aim to influence organizations to address regional needs. The alliance is entering a new phase focused on implementation and efficiency, seeking ways to bring funding to Pierce County for common issues like shoreline protection and wildfire preparedness. ASCA also hosts panel discussions on topics like transportation and has a legislative agenda focused on making Climate Commitment Act funds more accessible.
