Albert Lea City Council Establishes Economic Development Authority, Appoints Council Members to Board
The City Council voted to establish an Economic Development Authority (EDA), creating a new special district with the potential to expand in cooperation with other governmental agencies. Albert Lea Approves Rezoning for Vortex Cold Storage Expansion
The City Council approved the second reading of an ordinance to amend the zoning and land use map, rezoning Outlot A of the Battlezone Rincon Addition from R1 (Single Family Residence) to I2 (Industrial District). This rezoning is intended to support the future sale and potential expansion of Vortex Cold Storage. The change is considered consistent with surrounding industrial uses, including adjacent Port Authority property. While the 2040 Comprehensive Plan designates the area for residential use, staff recommended amending the plan post-rezoning to reflect existing development patterns.
Albert Lea's 2025 Financial Report Shows Healthy Position, Clean Audit Opinion
The City Council received a presentation of the 2025 Annual Comprehensive Financial Report from the auditor. The report indicated an unmodified/clean opinion on the financial statements, signifying a favorable outcome. The city's general fund balance was reported at approximately $13 million, with over $10 million in the unassigned category, demonstrating healthy financial stewardship. The water and sewer utility funds also showed strong operating income and healthy reserves. A technical adjustment was noted in the internal control report regarding TIF district agreements with the Port Authority, and a finding related to federal award compliance was also discussed but deemed not uncommon. Overall, the city's financial position was described as very healthy, with a strong bond rating.
Songbird Trail Project Moves Forward with Awarded Bid Despite Cost Overruns
The City Council considered a resolution accepting bids for a portion of the Songbird Trail project, in cooperation with Freeborn County. The approved portion includes construction from Fountain Street to Highway 13, and from Sunset Street to County Road 74, including four bridges. The low bid accepted was $2,196,920.72 from Uihlein Brothers. Bids were significantly higher than the engineering estimate, leading to the removal of a gravel portion of the project to reduce costs. The project is funded through a combination of grants, including AT, DNR connection, and DNR regional grants, with estimated local contributions from the city and county. The city's total cost is projected to be approximately $685,000, with efforts to reduce it further.
