Mason City Council Advances Lead Service Line Replacement Program with New Ordinances and Funding
The council approved ordinances related to lead service line replacement, including repealing and adopting new sections of the city code for nuisances and repairs of service lines, and amending sections to add lead service line replacement. Ordinance 18 (Title VI, Chapter 1) addresses lead service line replacement, with a 10-year replacement program and a 7% interest rate for assessment. Ordinance 19 adopts the private lead service line program, detailing eligibility for state funding (based on census tracts) and city cost-sharing. Homeowners in eligible census tracts can receive up to 49% state funding, with the city providing additional support, potentially reducing homeowner costs to 30%. For those not in eligible tracts, the city still offers support, with homeowners paying at most 65% and rentals/businesses paying at most 80%. The city is also contracting with Short Elliott Hendrickson Incorporated (SEH) for professional services related to this program (Resolution 20). Discussions covered the financing mechanisms, the phased approach to replacements, the challenges of identifying unknown line materials, and the rationale for city cost-sharing to ease the burden on homeowners in older neighborhoods.
