Winslow Explores Farmers Market, Promotes KVC Transportation, and Discusses Business Signage
The council discussed the potential establishment of a farmers market in Winslow. Doris Branch proposed forming a temporary work group to research community interest, identify potential locations, and review logistical requirements, including permitting and insurance. The work group would report back to the council with recommendations. In a separate community development initiative, information about the KVC Transportation service was shared, highlighting its increased ridership, operating days (Monday, Wednesday, Friday), and discount fares for seniors, children, and veterans. Information on KVC Transportation will be posted on the town's website. Additionally, the town is exploring the feasibility of establishing a farmers market, with a work group planned to gauge community interest and logistical needs.
Winslow Appoints to Parks Board, Discusses Kennebec River Restoration and Dam Removal Impacts
The town council appointed Kenneth Neto and Tim Foresman to the Board of Parks and Recreation. Additionally, the report from the town manager included an update on the Kennebec River Restoration project, noting that the organization's role is to work on mitigating the removal of dams. Further discussion clarified that this involves a municipal review working group scoping the financial impacts of dam removal and developing strategies to minimize losses. There is currently no timetable for dam removal.
Staffing Updates: New Hires in Fire, Code Enforcement, and Public Works; Police Chief Selection Announced
The Town Manager's report included updates on staffing. The police department has selected a new police chief, with an official announcement pending. The fire department has hired three new personnel: Sam Napple, Theodora Marshall, and Aaron Gordon, all serving as PDM paramedics and firefighters. Amos Mishu has returned to code enforcement in a full-time capacity. Public Works has hired Roger Green as a temporary employee, with hopes of retaining him full-time due to a senior operator's upcoming retirement.
Winslow Council Approves $85,000 Permit Fee for Drain Project Amid Budget Concerns
The town council discussed and approved a payment of $85,000 to the Army Corps of Engineers for a drain improvement project permit fee. This fee was unexpectedly high, leading to surprise among council members. The funds will be allocated from the project's existing budget, potentially reducing funds available for other aspects like paving or sewage work. The permit fee was determined based on the project's impact on the stream and wetlands, with costs varying by county. The council also reviewed an amendment to the contract with Wright Pierce for engineering services related to the Chaffy Brook pump station project, part of a financial sustainability plan funded by grants and loans, with the town and DPW splitting a $75,000 cost.
Winslow Secures $2,900 Safety Grant for Road Barrels
The town received a $2,900 safety grant through MMA (Municipal Mutual Insurance Association) which will be used to purchase additional safety barrels. These barrels will augment the existing cones used on roads to improve visibility and safety, especially after incidents like the one in Waterville last winter.
