Building Division Staffing Contract Extended Amidst Staff Departures
The Town Council approved an amendment to a professional services agreement with Forleaf Inc. to continue providing essential staffing support for the Building Division. This amendment increases the contract amount by $582,420, bringing the total not-to-exceed amount to $632,420, and extends the contract term through December 31, 2026. The additional funding covers the costs of interim personnel, including a permit technician, building inspector, senior inspector/plans examiner, and chief building official, as well as pass-through costs for third-party plan review and certified access specialist review. This measure is necessary due to the departure of four full-time building division employees and aims to maintain critical services like permit processing, inspections, and code compliance while the town seeks longer-term staffing solutions through an RFP process.
New Student Artwork Approved for Downtown Banners
The Town Council reviewed and approved the proposed artwork for the Downtown Youth Banner Replacement Project. This project, in its third cycle since 2019, aims to showcase artwork by local students on banners displayed on light poles throughout the downtown area, including the town green and Windsor Road. The artwork was developed by students from Windsor High School's advanced art class, based on themes of nature, community, parks, learning, caring, and well-being. A total of 44 new banners will be produced to replace worn or missing ones and fill empty standards. The project is funded by the Special Art Fund, with $8,000 already allocated.
New Regulations to Phase Out Gas Water Heaters by 2027
Council Member Leap shared information about upcoming changes to gas appliance regulations. Starting in 2027, gas heaters, including water heaters, will no longer be available for purchase, and all newly installed water heaters must be electric or heat pump models. Vice Mayor Potter added that Sonoma Clean Power is offering a rebate of up to $2,500 for qualifying families to assist with the cost of these new zero-emission water heaters, with a deadline of October 2027.
Town Council Approves $50,000 in Grants for Local Nonprofits
The Town Council approved funding allocations for various nonprofit organizations for the fiscal year 2026-27, totaling $50,000. Several organizations applied for grants to support human service projects, including Boys and Girls Clubs of Sonoma Marin, Circuit Rider Community Services, Corazone, Council on Aging, Farm to Pantry, Reach for Home, Windsor Presbyterian Church Food Pantry, and Windsor Service Alliance. The council discussed preliminary distributions and finalized allocations to support a range of community services.
Town Adopts Universal Design Guidelines for Housing Grant Program
The Town Council adopted administrative universal design guidelines to implement the Pro-Housing Incentive Pilot Program (PIP) grant, focusing on accessibility modifications in new single-family homes and Accessory Dwelling Units (ADUs). While not mandating an ordinance, the guidelines serve as eligibility requirements for the grant-funded rebate program. The council also directed staff to explore future incentive-based approaches to universal design. The PIP grant, awarded to the town, aims to promote housing inclusivity and aging in place. The guidelines focus on structural elements that are easier to incorporate during initial construction, such as no-step entries and wider hallways, aligning with the seven principles of universal design.
