Okanogan Reservoir Repair Contract Awarded to Pullman SST

The City Council awarded a construction contract for the temporary repair of the Okanogan Reservoir project (Project 2606) to Pullman SST, the lowest responsive bidder, for $1,349,46.90. The reservoir lost up to a million gallons of water daily and was taken out of service for evaluation. Repairs include replacing joint filler, patching the roof, repairing spalling concrete, and addressing exposed rebar. The project aims to assist with wildfire protection, resilience, and providing safe drinking water capacity for growth. The cost is within the approved capital budget and is significantly below the initial estimate. The project is expected to start in mid-July and be completed within approximately 40 working days. The motion was made by Council Member Roen Stan and seconded by Council Member Hornby.

City of Wenatchee Recognizes Employee Service Milestones

City and ASME Union Sign MOU to Clarify Discretionary Leave Hours

The City Council approved a Memorandum of Understanding (MOU) between the City of Wenatchee and the ASME Union regarding modifications to Article 17 of the Collective Bargaining Agreement (CBA), specifically concerning 'floating holidays.' The MOU renames these to 'discretionary leave hours' and clarifies eligibility, usage, proration for new hires, and leave bank administration. It also establishes that discretionary leave hours will have a standalone article in future CBA negotiations. A one-time provision for 2026 grants two additional discretionary leave hours to specific classifications with alternative work schedules. The fiscal impact is minimal and absorbable within existing budgets, resolving an active grievance. The motion to authorize the Mayor to sign the MOU was made by Council Member Roenstein and seconded by Council Member Miller.

Council Member Quivis Reports on Museum Development, Public Safety, and Inter-City Meetings

City Council Member Karen Quivis reported on her attendance at various meetings. She attended the museum board meeting where the Guaranteed Maximum Price (GMP) for the new museum development was discussed, involving a detailed review of extensive paperwork. She also attended a joint meeting with East Wenatchee council members and an oath ceremony for a police officer. Additionally, she participated in the Public Safety Committee, noting the fire department now has a three-person engine and ladder team and was introduced to the new chief. A finance officer has also been hired.

Council Approves Change Order for Confluence Parkway South Improvements

The City Council authorized the Mayor to execute Change Order Number Three for the Confluence Parkway South project with Kramer Scarcella Joint Venture. This change order is for additional right-of-way services to implement congestion relief, and improve accessibility, mobility, and safety for pedestrians and motorists along the corridor, specifically from the Taco Bell intersection up to Maple Street. The cost of this change order is approximately $275,000, which is covered under the approved project budget. This change order represents the first step in the right-of-way process for these corridor improvements.
