City to Host Beautification Town Hall for Community Feedback on Code Enforcement

The city is preparing for its first Beautification Town Hall on Tuesday, June 16th, from 6:00 PM to 7:00 PM. The event will feature a presentation by code enforcement staff on their daily activities, policies, procedures, and the C-Click Fix program. Following the presentation, a round-table activity will present code enforcement scenarios for community feedback, potentially leading to code amendments. Feedback cards will also be available. Code enforcement officers and council members will participate. A subsequent meeting on July 14th will review feedback. Discussions also touched upon safety gear for code enforcement officers, with current equipment including radios and cell phones, and direct lines to law enforcement, though protective gear has been discussed. The city is also planning an affordable housing developer meeting following the town hall on July 14th.

City Crews Respond to Storm Damage, Cleanup Underway in Parks

Following a significant wind and storm event, public works crews responded to numerous downed trees and damaged facilities. Macosh Park experienced five trees down and two others deemed hazardous, requiring removal. Other affected areas included campgrounds, Loer Park (due to a softball tournament), Cascade, and Blue Heron. Damage also occurred to the sign at Larson Playfields and netting on fields A and M. Cleanup efforts were extensive, involving parks maintenance, streets, and stormwater departments. While most cleanup is complete, repairs to netting and irrigation lines are ongoing. The city is cataloging costs for potential FEMA reimbursement, though an emergency declaration is unlikely given the nature of tree damage versus property damage. Residents are reminded to use the 'C-Click Fix' app for reporting hazards like broken branches or damaged trees on city property.

City Council Approves Six-Year Transportation Improvement Program (TIP)

The City Council approved the Six-Year Transportation Improvement Program (TIP) via Resolution 4039. This program aligns with state requirements and complements the city's capital improvement program, allowing the city to apply for state and federal grant funds. The TIP includes projects that may not be currently budgeted but are eligible for grant funding. The council discussed the inclusion of trail projects, such as those at Big Ben, with significant estimated costs, clarifying that funding is anticipated primarily from state grants for pedestrian and mobility projects, not city traffic dollars. The process allows for amendments to the TIP at any time, enabling the inclusion of projects for grant applications. Specific street projects for 2024-2027 include Hamilton Drive reconstruction, gravel road paving on Cibil and Beis, repaving of Pioneer Way (funded by state/federal grants), and increased pavement preservation in 2027. Conceptual design work for the May Valley Interchange and an EIS for a bridge across the lake are also included. The program emphasizes a 'complete streets' policy requiring sidewalks in new developments and roads.

City Council to Consider Public Safety Sales Tax Ballot Measure for November Election

The City Council is considering placing a public safety sales and use tax measure on the November 3rd general election ballot. This tax is specifically earmarked for criminal justice purposes and is projected to generate approximately $1.27 million annually. The council is choosing to bring this measure to voters rather than imposing it council-manically, seeking public buy-in. If approved, revenue collection could begin as early as April 2027, providing a sustainable revenue source without a sunset clause to support the police department and address rising service costs, personnel expenses, and growing population needs. Eligibility criteria for associated state grants must also be met. The city has identified specific criminal justice purposes, excluding homeless services, as defined in the statute.
