Police Department Receives Grant for K9 Units; State Grant Funds Consultant for Demolition Training
The Police Department received a 2024 Edward Byrne Memorial Justice Assistance Grant for $51,173 to purchase two additional K9 units and cover associated training costs, bringing the total number of K9 units to seven. Separately, a grant from the state Land Bank authority is assisting the city with staffing, specifically funding a consultant who will train staff on demolition programs.
City Council Approves Numerous Budget Amendments, Insurance Programs, and Departmental Funding Requests
The City Council approved the adoption of the agenda, adding several items including a resolution for the city's property and casualty liability insurance program, a land bank consultant item, a resolution to initiate a declaratory judgment action regarding a GM tax appeal, and a resolution to initiate a second brownfield development authority. They also approved bills for the general revenue fund and water and sewer systems. Further approvals included line item transfers and additional appropriations for various departments such as building inspections, planning, public service, property maintenance, communications, court, controller, IS, treasurer, building maintenance, police, fire, and parks and recreation. A grant for two K9 units for the police department was also approved. Finally, they approved a resolution for the city's property and casualty liability insurance program and an extension for a payment portal and utility billing system with Point N Pay LLC.

The council discussed and voted on a resolution to create a second brownfield development authority, which would focus on infill housing development and could be self-funding through tax capture on new taxable value. This new authority would be tied to the land bank in terms of board members and scheduling. An administrative hearing for a third 1-year extension for a public alley vacation was also approved, intended to allow the petitioner time to finalize court preparations for their parking lot expansion project.
