Eucland Township Adopts Act 537 Plan for Wastewater Capacity Transfer and Plant Decommissioning
The Board of Supervisors adopted Resolution Number 2026-20, adopting an Act 537 plan special study and authorizing its submission to the Department of Environmental Protection (DEP). The plan allows for the transfer of 50,000 gallons per day of sewer capacity from East Cowan to Euclin, the diversion of flows from the Eagle View Wastewater Treatment Plant to DARA via new sewer infrastructure, and establishes a path for the treatment plant's decommissioning and demolition. No new sewer service areas are created, and properties with on-lot septic systems are unaffected. Costs are minimal, with Hankin covering the capacity transfer and new infrastructure, except for work related to a $500,000 grant received by the municipal authority. Any budget shortfalls are expected to be covered by existing sewer fund dollars.
Eucland Township to Advertise Public Hearing for Rockwell-Downingtown LLC Development Plans
The Board of Supervisors considered a request to authorize advertising for a public hearing on a PRD1 overlay zoning ordinance, a zoning map amendment, and a tentative planned residential development (PRD) plan submitted by Rockwell-Downingtown LLC. This authorization is a procedural step that does not constitute approval but allows for public notice and hearing preparations, with the formal consideration scheduled for July 23rd, 27th, and potentially July 29th. The board has 60 days from the hearing's conclusion to make a decision on the PRD plan, though action on the ordinance may be needed at the hearing itself.
Euclid Township Approves Wastewater Treatment Plant Decommissioning Agreement with Hankin Group
The Board of Supervisors approved a memorandum of understanding (MOU) and a second amendment to the Eagle View Wastewater Treatment Plant Expansion Agreement. These agreements involve the township, the Euclid Township Municipal Authority, and Hankin Group regarding the decommissioning of the Eagle View Wastewater Treatment Plant and diversion of flows to the DARA system. Hankin Group will fund up to $3 million for infrastructure improvements, including a force main, in exchange for reserved future treatment capacity for Eagle View's build-out. Community benefits include a $100,000 contribution to a Route 100 and Route 113 corridor planning study, assistance with power for an AED unit at Eagle View Athletic Fields, and cooperation on a trail signage plan. Staff recommended approval to ensure necessary infrastructure advancements and community protections.
