Twilla City to Install Illuminated "Welcome to Twilla City" Monument Sign at North Entrance

Shiloh Baker, the city recorder, presented Resolution 2026-37 for the manufacturer and installation of an illuminated "Welcome to Twilla City" monument sign at the north end of the city limits. The sign, estimated at $56,790, will feature illuminated wording with push-through plex for a 3D look and a raised flower bed. Yesco LLC, a state-approved contractor, will perform the work. This project fulfills a long-standing request from residents and officials to create a welcoming gateway, enhance city identity and pride, and beautify the community. A developer owning property at 3100 North and SR36 has agreed to allow the sign placement on their property and assist with bringing power to it. The council approved Resolution 2026-37 with a 5-0 vote.

Twilla City Council Approves $375,136 Insurance Coverage for FY2026-2027

Shiloh Baker, the city recorder, requested approval for the city's insurance coverage for the fiscal year 2026-2027 through the Utah Local Government's Trust. The total premium is $375,136, broken down into liability coverage ($124,079), automobile coverage ($119,771), and property coverage ($130,656). The city insures over 200 vehicles, 100 buildings, 100 pieces of equipment, 20 properties of equipment in the open, and three drones. The largest increase this year is in property coverage, which rose due to the trust bringing rates into alignment with current replacement costs after a long period without increases. Twilla City Approves Agreement with SKM Engineering for Well 5 Equipment Upgrades

Nathan Far, the public works director, presented an agreement with SKM Engineering for upgrades to Well 5. The well control center experienced damage to its PLC and electrical equipment, necessitating replacement and repair. The agreement with SKM Engineering will cover these repairs to restore monitoring of water quality and quantity. The council approved Resolution 2026-39 for this agreement with a 5-0 vote.

Twilla City Releases Property Tax Impact Schedule, Showing 2.49% Increase for FY2026-2027

Shannon Whmer, the finance director, presented the property tax impact schedule for fiscal year 2026-2027, as required by new state law. The schedule aims to show residents the impact of city actions on the tax rate. The proposed property tax rate is 0.2527, a slight increase from the estimated 0.2476. To maintain revenue, the advertised tax increase has decreased from 4.48% to 2.49%. The schedule also updates median values: residential median value is $382,000 (down from $445,000), and business median value is $513,000. Adopting the proposed rate would result in an average annual tax increase of $13.24 ($1.10 per month) for a median-value home. This item was for public information, with no action taken.
