SYCA Policy Establishes Endowed Programming Fund to Secure Future Arts Programming

The commission discussed and approved a policy for the establishment and management of endowed and non-endowed funds for the Sturgis Young Center for the Arts (SYCA). Key aspects include establishing a new SYCA endowed programming fund with an initial transfer of $136,549 from the non-endowed fund. The policy outlines the use of these funds for programming, capital campaigns, and other initiatives, with specific guidelines for fund allocation and transfers. The goal is to provide stable financial resources for SYCA's future operations, facility maintenance, and programming. The policy also details the roles of the SYCA board and the City Commission in fund management and expenditure approvals. Appendix A outlines future goals for the endowed funds, including reaching $2 million for expanded programming and $3 million for potential allocation to capital improvements.

City Approves Purchase of Transmission Poles for Substation to Enhance Electrical System Redundancy

The commission approved the purchase of 32 transmission poles for $60,689.26 from One Call Energy to complete a substation on Bojan Road. This project, with a total cost of $2.2 million, aims to provide redundancy for the city's electrical system. The new transmission line will tie into the existing 69 KV loop, creating a second feed to the substation. This redundancy is designed to prevent widespread power outages by allowing power to be rerouted if one line experiences an issue, similar to a 'Christmas light' scenario where one bulb failing doesn't affect the whole string. The project is scheduled to begin in the fall with completion in early 2027. The poles will be 80-foot wooden poles, a different class than standard distribution poles, rated to handle the transmission load.

City Approves Pilot Study for Storm Sewer Cleaning with Full Reimbursement from New Brands

The commission approved a sole source contract for a pilot study to clean a 27-inch storm sewer on North Centerville Road. This study, conducted by Deutsch Environmental Services, will utilize a proprietary cleaning method to remove 'struite' material that has accumulated in the pipe. The pilot study is expected to last a maximum of 10 days. Fishbach, Inc. will provide oversight during the cleaning process. The total cost for the pilot study and oversight will not exceed $83,800 plus $17,44 for Fishbach's services. These costs will be 100% reimbursed by New Brands, whose treatment process generates the 'struite' material. Budget amendments were also approved to accommodate these expenditures.

City Commission Approves Millage Rates, Including Increase for City Operations

The commission held a public hearing and approved the millage rates for the upcoming tax year. The city operating millage was set at 11.3939 mills, an increase from the previous year's 11.08 mills, which is expected to generate approximately $100,000 in additional revenue and cost the average homeowner about $15 more. The streets and sidewalk millage was set at 2.926 mills. A concern was raised by a resident regarding the potential cost of upstaffing the fire department due to the hospital closure, impacting taxpayers. The approved millage rates will be reflected on tax bills sent out in July.
