Firefighter Cancer Screenings Discussed; Contract Includes One-Time Screening
During public comment, Shelly Hansen spoke in favor of yearly cancer screenings for firefighters, citing her son's stage four cancer diagnosis which she believes could have been caught earlier with proper screening. She highlighted the $17,000 cost for annual screenings for all firefighters and contrasted it with funds allocated for other city initiatives. Barb Herdina also spoke in support, emphasizing the high cancer risk for firefighters due to occupational exposures and the devastating impact of cancer on families. She urged the council to prioritize firefighter health. Council President Maya responded by outlining the city's existing comprehensive health plan, HSA contributions, and pager pay, suggesting that firefighters could use HSA funds for screenings. She also noted that a one-time cancer screening is included in the new union contract, which was negotiated and agreed upon by both the union and the city. The council later approved this contract.
Sturgeon Bay Contributes $10,000 to Door County Housing Study
The council approved a $10,000 contribution towards a Door County Economic Development Corporation (DCEDC) housing study. The study is deemed necessary because the last comprehensive housing study was released in early 2019, making its data outdated due to national and local trends, including new housing units in Sturgeon Bay. The study will analyze Sturgeon Bay and the larger county, focusing on talent attraction and retention, workforce development, developer and property manager insights, and resident input. The total study cost is estimated at $35,000, with contributions sought from various partners. The goal is to contract the consultant by June 30th, with the study completed by the end of the year or early 2027. Council members supported the study, highlighting its potential to inform future development and address resident concerns about housing supply and costs.
Sturgeon Bay Certifies Housing Plan to Support Affordable Housing Loan Applications
The council certified the housing element of the Sturgeon Bay Comprehensive Plan 2040, confirming it provides an adequate housing supply to meet existing and forecasted demand. This certification is a requirement for developers seeking loans for affordable housing from the Wisconsin Housing and Economic Development Authority (WIDA). Michelle Lori of the Door County Economic Development Corporation explained that while the comprehensive plan was adopted in 2020, the housing element might be slightly over the five-year recency requirement for WIDA, making this certification necessary. The resolution essentially confirms the plan reflects current housing demand and the community's recognized need for affordable housing. The council approved the resolution.
Sturgeon Bay Council Approves Over $557,000 in Bills
The council reviewed and approved a list of bills totaling $557,257.04. This amount includes $310,505.34 for the general fund, $214,917.66 for the capital fund, $40.29 for Cable TV, $4,750 for TID 8, and $20,936.15 for the Solid Waste Enterprise Fund, and $6,107.60 for the Stormwater Utility. The bills were moved and seconded for payment, and approved via roll call vote.
Sturgeon Bay Firefighter Contract Includes Wage Increases, Accelerated Vacation, and Cancer Screenings
The council is considering a union contract with the Sturgeon Bay Firefighter Association. Key changes in the three-year contract include wage adjustments of 6% in year one, 4% in year two, and 3% in year three. The vacation schedule has been accelerated, reducing the time to earn top vacation from 25 years to 20 years. As a concession, firefighters will forgo one wellness day. A significant new provision is the city's payment for a one-time cancer screening for all full-time union members within the contract period. An associated MOU addresses lateral transfers, including retroactive vacation day adjustments for two employees. The council discussed the importance of these provisions, particularly the cancer screening, and the financial implications.
