Committee Approves Tobacco License Appeal for Holy Smokes Amidst Process Change
The committee heard an appeal from Chad Zeski of Holy Smokes regarding the non-renewal recommendation of his tobacco license. Staff recommended denial due to a felony conviction, as per state statute 134.65 sub 1M, which prohibits issuing a license to individuals with unpardoned felony convictions. Historically, tobacco licenses were administratively approved, but a recent change requires police department background checks. Zeski argued that his felony conviction was from 2020, related to selling a product (spice/K2) that was legal at the time, and he received three years probation, which he has served. He stated he has not had legal trouble since 2020 and has been clean since 2017. The committee, acknowledging Zeski's efforts to overcome addiction and become a successful businessman, ultimately voted to approve his appeal, sending it to the Common Council on July 7th. The change in process requiring PD review for tobacco licenses was noted as a recent change implemented after state statute updates.
St. John's Ministry Reports on Shelter Operations and Homelessness Challenges
Jesse Brunette, Executive Director of St. John's Ministry, presented their annual report as required by their conditional use permit for the men's shelter. The report covered the emergency season from November 1st to April 30th. Notably, the number of people sheltered per night decreased slightly compared to the previous year, which was seen as a positive development given previous record-breaking numbers and concerns about exceeding permit capacity. The ministry sheltered an average of one person less per night compared to the year before. They peaked at 50 women (permit increased from 58 to 70) and 128 men (permit of 140). Despite the decrease, a homelessness crisis persists due to a lack of affordable housing. The ministry highlighted their case management services and the addition of a peer support guest advocate. They are also active year-round, including keeping the women's shelter open through October for the first time. The report also detailed self-reported barriers among guests, with 61% of female guests and 38% of male guests reporting mental health barriers. Domestic violence was also a significant issue, with over 50% of women served experiencing it within the last year. The ministry collaborates with various city and county agencies, including the Brown County Human Services and Green Bay Police Department's Behavioral Health Unit, to provide comprehensive support.
Committee Advances Resolution Urging State Action on Transportation Funding
The committee considered a resolution urging the Governor of Wisconsin and the State Legislature to enact comprehensive and sustainable transportation funding solutions. The resolution, revised by staff, aims to address common concerns across the state regarding funding for roadway improvements, bridge projects, and maintenance. A specific addition to the resolution, requested by Alderperson Arlowski, highlights the city's cost of over a quarter of a million dollars ($266,000) for patchwork on Shano Avenue, which is part of a larger DOT reconstruction project, and requests state reimbursement. The resolution emphasizes the need for the state to be more proactive in funding transportation infrastructure and notes that many municipalities are facing similar issues. The committee voted to have staff amend the document to its updated version and prepare it for the Common Council on July 7th.
