Data indicates local jobs pay only 52 cents for every dollar a family of three needs, leading to reliance on debt. Housing is barely affordable for median-income renters, and purchasing a home requires significantly more income than the median. Data also shows disparities between census tracts regarding income, poverty, and college attainment. Strengths identified include strong civic infrastructure, low transportation costs, and high voter participation. The initiative involves internal and external tracks, with internal work focusing on developing tools like personas, a civic participation analysis, a compounding cost analysis, and a housing affordability calculator. The external track will involve community co-design through a work group of local change agents and pursuit of grants for housing studies. A final mobility action plan is the ultimate goal.
Council Approves Vacating Unaccepted Street, Rezoning for YMCA Buffer, and Special Use Permit for Daycare and Teen Center
The City Council considered a request from Alma Road LLC (owner of Stanton Wrecking) to vacate a portion of an unaccepted Anthony Street between 107 National Avenue and Stanton Wrecking. Staff found no issues, as the street has never been constructed or accepted by the city and does not serve as primary access to any properties. The request was approved, with the vacated portion to be added to the applicant's property. A separate rezoning request from the YMCA of Staunton to change 802 North Coulter Street from B3 Planned Business to P1C Professional District Conditional was also approved. This rezoning aims to create a buffer between commercial areas and low-density residential zoning, with the applicant proffering to limit residential uses to single-family regulations. The YMCA also received approval for a special use permit at 575 New Hope Road for a child daycare (up to 120 children), a teen center (up to 130 teens), athletic fields, and a future pickleball complex, with specific conditions related to flood plain compliance, on-site parking, exterior lighting, dumpster screening, fenced play areas, and Virginia Department of Health requirements. Additionally, the YMCA's request to amend zoning codes to allow private day nurseries and kindergartens (serving six or more children) as a permitted use on review in R1 and R2 low-density residential districts was approved, subject to special use permit review.
Downtown Street and Tunnel Repairs Progressing; Byers Street Ahead of Schedule, New and Johnson Street Work to Commence
The City Council received an update on the downtown tunnel and street repair projects on Johnson, Byers, and New Streets. Work on Byers Street began in February, with sewer line relocation and tunnel structure removal completed. The installation of precast concrete sections is anticipated in mid-July, with Byers Street completion expected in August, ahead of schedule. Work on New Street is set to begin next week, involving partial replacement of the bridge deck/tunnel ceiling and utility line replacement, causing temporary parking impacts. Johnson Street work will commence after Byers Street is completed, involving full tunnel replacement and significant traffic detours. Comprehensive plans for traffic control, pedestrian access, stakeholder coordination, and public communication (including updated mapping applications and signage) are in place for all phases.
