Link Rezoning Application Referred Back to Planning Commission Due to Revised Proffers
Council Member Wesley provided an update on the Link rezoning application, stating that the applicant submitted a revised proffer statement. Due to modifications beyond the scope of the Planning Commission's public hearing, the application must return to the Planning Commission for a new public hearing before City Council can act on it. Council voted to take the matter off the table and refer it back to the Planning Commission for a July 8th hearing.

City Adopts Central Shenandoah Hazard Mitigation Plan for Risk Reduction
Jameson Ryder, acting deputy emergency coordinator, presented the 2026 Central Shenandoah Hazard Mitigation Plan. This plan is the region's strategy for reducing the impacts of natural and human-caused hazards over the next five years, identifying vulnerabilities and outlining mitigation actions. The plan evaluates 12 hazards, with seven identified as primary for the region, and updates a list of 1,719 critical facilities. Harrisonburg has 21 specific action items, focusing on flooding, infrastructure, utility resilience, and public safety. Adoption of the plan is required for hazard mitigation funding from FEMA and the Virginia Department of Emergency Management.
Blue Ridge Community College Enhances Workforce Development and Student Success
President John Downing of Blue Ridge Community College provided an update on the college's role in workforce development and education. He highlighted that 37% of Harrisonburg residents attending college chose Blue Ridge, and emphasized partnerships with the city, Harrisonburg City Public Schools, and JMU. Key initiatives include dual enrollment opportunities, the Career Academy pilot program for juniors and seniors, and expanding the aviation maintenance program. The college also plays a vital role in supporting immigrants and refugees by offering programs that can lead to recognized credentials.
