The proposed FY26 CIP is balanced and available on the city's website. Adoption involves a budget adjustment for FY26 to align with the plan and a separate ordinance to formally adopt the plan itself. Additionally, the board considered a budget adjustment for FY26 related to audit preparations, moving $126,000 from FY27 to FY26 to initiate services with Clifton Larson Allen (CLA) for audit assistance.

Planning and Zoning Commission Recommends Master Plan Update and Approves Site Plans, Temporary Events

The Board of Aldermen reviewed the Planning and Zoning Commission's recommendations from their June 3rd meeting. The commission recommended approval of a resolution adopting the Land Use and Development Master Plan 2026, an update to the comprehensive plan. They also approved a site plan reapproval for idol storage and condominiums on the east side of Kisker Road, a temporary event permit for One World Fest at Rivers Mall (August 22-23), and a use approval for Doshlin's Zala for temporary food sales as a snow cone stand. The commission postponed a request for a special use permit for a car wash at 7860 Mexico Road until their July 1st meeting.

E-bike Regulations Updated with New Signage and Increased Patrols; Class 3 Bikes Prohibited on Trails

The board received an update on regulations and enforcement regarding e-bikes on city trails and sidewalks. New signage is being installed along trails and at trailheads to clarify rules. Class 1 and 2 e-bikes are permitted on city trails, while Class 3 e-bikes are prohibited on trails but allowed on sidewalks. Similar regulations exist in surrounding municipalities. The police department is increasing patrol presence with a new utility vehicle for enhanced visibility and enforcement on the 30 miles of trails. Discussions included the possibility of radar signs to monitor speeds, helmet requirements for minors, and concerns about Class 3 e-bikes on sidewalks and near tunnels. The board supported the signage and increased patrol efforts.

Midwest Infrastructure Coatings Recommended for $502,240 Sanitary Manhole and Pump Station Rehabilitation Contract

The Board of Aldermen reviewed a bid recommendation for sanitary manhole and pump station rehabilitation. The annual budget for this work includes $344,000 for sanitary manhole lining and $150,000 for targeted work at sanitary pump station number three. The scope involves lining 107 manholes and rehabilitating the pump station, including its wet well, valve vaults, storage pipes, and adjacent manholes, along with necessary bypass pumping. Four bids were received, and Midwest Infrastructure Coatings was recommended as the lowest responsive and responsible bidder, based on positive references regarding quality, professionalism, and experience. The recommended contract amount is $502,240, with an authorizing ordinance to be placed on the July 23rd Board of Aldermen agenda.

City Recommends Writing Off $11,816 in Uncollectible 2020 Personal Property Taxes

The Board of Aldermen addressed the write-off of delinquent real estate and personal property taxes. According to city code, after five years, certain uncollected personal property taxes can be deemed uncollectible and written off. This is considered based on the expense required to collect the funds. Following a review of the 2020 tax rolls, staff recommended declaring $11,816 of 2020 assessed personal property tax as uncollectible and writing it off. The city collected approximately $10.8 million of the $10.9 million assessed in 2020, leaving about $11,000 outstanding. The motion to place an authorizing ordinance on the July 23rd agenda passed.
