Manchester Fire Station to Reopen Under New County Contract; Budget Adjusted
The Manchester Fire Station, previously closed due to a contract lapse with Cumberland County, is set to reopen. The town is renegotiating its contract with Cumberland County for fire services. As part of the reopening, Cumberland County will pay the town approximately $50,000 annually for services. The town has already received $50,000 from the county to purchase furniture and appliances for the station. A budget amendment was approved to move the debt service payments for the fire station from the water and sewer fund back to the general fund, where the fire department is budgeted. The annual debt payment is $56,000.
Spring Lake Approves Budget Amendment Fueled by Increased Permit Revenue; Foreclosure Proceeds to Address Deficit
The town council approved budget amendment BA26 FY2026, which involved moving funds within departments and included an overall budget increase of $36,900. This increase is primarily funded by higher-than-expected revenue from building permits, attributed to a large apartment complex and increased housing construction. The additional funds will cover increased vacation payouts due to employee departures and $20,000 allocated to legal fees related to the foreclosure of Spring Lake property acquisition. The foreclosure is seen as a positive step towards resolving a $3.5 million deficit associated with unusable land, allowing the town to take ownership and develop the property.
Spring Lake Launches Homeownership Initiative with PNC Bank Road Show
The town is initiating a new PNC Road Show event on August 1st, in partnership with PNC Bank and Kingdom CDC, to promote homeownership and affordable housing initiatives within the community. Spring Lake Approves PWC Water Agreement, Secures Potential Savings and Addresses Infrastructure Needs
The town council approved an interlocal agreement with the Public Works Commission (PWC) for water services. This five-year agreement, with an option to renew, ensures a minimum purchase of 15 million gallons of water monthly and allows for a maximum purchase of 40 million gallons. A key benefit of the new agreement is the elimination of additional fees for usage over 20 million gallons, allowing the town to purchase up to 28 million gallons at the lowest tier rate without extra charges. This renegotiation is projected to save the town approximately $100,000 annually compared to the previous tiered rate system, which had significantly higher costs for usage over 20 million gallons. The agreement also addresses potential future growth, with provisions for purchasing additional capacity if average consumption exceeds 28 million gallons per month. The town also discussed ongoing issues with aging infrastructure, particularly in subdivisions like Deerfield and Crescent, noting the replacement of water services and repairs to water mains as critical needs.
Spring Lake Approves Multiple Residential Subdivision Applications, Including Preliminary Plats and Site Plans
The board considered three related applications for a residential subdivision development by Pillial Builders, located along West Manchester Road. The primary application, DEB 0046-26, sought preliminary plat approval for a six-block residential subdivision on 8.11 acres zoned R15. This development includes existing single-family homes and multifamily buildings, with no new structures or improvements proposed in this phase. Conditions were added to address concerns regarding RUAC (Regional Airport Authority Commission) due to proximity to the airport, and compliance with flood plain management regulations. DEB 0059-26 sought approval for a group development site plan for the multifamily units, ensuring adequate parking and recreational space. PLAT-0032, the final plat, confirmed conformance with the approved preliminary plat. A separate application, DEV 0035-26, for a seven-lot single-family detached subdivision on 1.50 acres zoned R6, located at Elizabeth Street and Warfield Street, was also approved with a condition regarding sidewalk installation. Another application, EB 0066-26, for a three-lot single-family detached subdivision on 0.73 acres zoned R6 at Elizabeth Street and John Street, was also approved, with noted sidewalk provisions.
