Town of Patterson, N.Y. Town Board Meeting June 24, 2026
Published: Jun 24, 2026
South Street Residents Voice Concerns Over Train Noise, Vibrations, and New Crossing Arms
Residents of South Street expressed concerns about noise and vibrations from Metro-North trains, particularly concerning the installation of new crossing arms at the train crossing. Residents are directly affected by the noise when trains pass, with current issues including trains idling for extended periods (6 AM daily) behind their homes, loud horn usage, and house vibrations. They stated that Metro-North has been pushing off construction for years, and while assured bells would be minimal, they anticipate issues. Concerns were also raised about the lack of communication from Metro-North and difficulties in reaching them to address noise complaints. The idling location, currently near their homes, could potentially be moved to the Matthew Patterson parking lot to mitigate noise impact. The discussion also included past accidents and a neighbor's observation that there haven't been accidents in years. The town supervisor will attempt to contact Metro-North regarding the idling and horn usage.
Rev Patterson Rev 250 Celebration Details Released; Town Board Approves Additional Funds
The town board discussed the Rev Patterson Rev 250 celebration scheduled for Friday, July 3rd, from 3:00 PM to 9:00 PM, featuring fireworks, music by Tony T. Entertainment, a rotary touch truck, dunk tank, bounce house, food trucks, vendors, a petting zoo, and pony rides. The board was asked to approve an amount not to exceed $1,600 for last-minute expenses, including a deficit for the fireworks show ($3,000 more than donated), two portable potties, and additional event parking signage. The library parking lot will be reserved for individuals with disabilities. The committee received commendations for their hard work, with hopes that the event might become annual. The rain date for fireworks is July 10th. The Putnam Lake Rev 250 parade is scheduled for July 11th at 11:00 AM, including food trucks, activities, and music. A separate initiative by Town Planner Michael Rosenfort Jr. aims to form groups from the Zoning Board of Appeals, Planning Board, and Town Board to visit neighboring villages and hamlets to identify implementable ideas for Patterson.
Municipal Dog Shelter Passes Inspection; Town Explores Organic Practices and Addresses Lake Concerns
The town reported that the municipal dog shelter, Brook Farm Veterinary Center, passed its inspection with flying colors, according to the animal health inspector. This inspection is a requirement through the state's Egg and Markets department regarding dog shelter services. The inspection report was completed on June 15, 2026. Additionally, a discussion occurred regarding water quality and the potential for a town-wide initiative to promote organic gardening and discourage pesticide/fertilizer use, particularly in areas like Putnam Lake due to well contamination concerns and runoff. While a ban on pesticides was considered, enforcement challenges were noted. The focus shifted to educational initiatives, including promoting organic gardening through the town website, newsletter, and potential classes. The issue of invasive fish (pike) in Putnam Lake was also mentioned, with clarification that the town does not treat duckweed and that the pike are not considered invasives by all, but rather a fish that some residents dislike.
Town Planner Project Review Fees Increased to $50/Hour
Town Planner Michael Rosenfort Jr. requested that the fee for town planner project review services be raised from $45 to $50 per hour, to be charged to the applicant escrow account. These reviews involve detailed evaluations of project plans, supporting documentation, and regulatory compliance. A motion was made to approve this fee increase.
Resident Alleges Noise, Deception, and Zoning Violations by Neighboring Property Owner
A resident, Jermaine McMillan, residing at 86 Big Elm Road, presented concerns regarding a neighboring property (134 acres) owned by a millionaire. McMillan cited constant noise from tractors and chainsaws, alleged deception by the owner regarding a commercial greenhouse that was erected after purchase, and the addition of various structures including metal structures, a pool, and a chain-link fence with barbed wire. McMillan also raised issues about violations of front lawn codes, noise and aggression from employees, potential well water pollution, dust, noise, watershed issues, and a dam. McMillan claims the owner 'fibbed' about the greenhouse's prior existence and has been using town resources for a commercial venture. The resident is seeking peace and wants the operations moved to the back of the property. The zoning board is monitoring the application and intends to conduct a site walk. The discussion also touched on the possibility of noise ordinance violations and the property's residential zoning status. McMillan provided documentation with pictures and FOIL requests.
