City Amends Building Fees and Fines to Comply with New State Law
The Commission adopted a resolution to amend the building division section of the city's schedule of fees and fines. This update is necessary to comply with House Bill 803 (2026) and Section 553.791, Florida Statutes, effective July 1st, 2026. The changes will update building permit review, inspection, and related fees.
City Awards $6.7 Million Contract for Septic to Sewer Improvements to Pavon Engineering
The City Commission approved a resolution to award a construction contract to Pavon Engineering Inc. for Phase 2 of the septic to sewer improvements project for an amount not to exceed $6,670,667. Despite receiving lower bids from Master Finishers Court and two other firms, Pavon Engineering was selected as the lowest responsive and responsible bidder after the lower bids were deemed non-responsive due to missing mandatory information regarding proof of experience, personnel experience, and documentation. Master Finishers Court argued their bonding capacity and experience should qualify them, but staff cited specific deficiencies in their proposal. The discussion also touched upon the potential for rebidding the project if the process was thrown out.
Rehab Hospital Development Agreement Amended with Operational Restrictions and Landscaping Requirements
Commissioners discussed a resolution regarding a development agreement for the rehabilitation hospital on 62nd Avenue and Sunset Drive. The hospital, owned by South Hospital Inc. and developed by Anchor Miami IRF LLC, had agreed to two conditions: enclosing the loading area to mitigate neighbor concerns and facade improvements to the parking garage on 62nd Avenue. While some improvements were made (relocating a backflow preventer, installing louvers, planting trees), the original conditions were not strictly met. The current resolution focuses on operational restrictions: deliveries (excluding emergencies) limited to 8 AM - 6 PM, and landscaping (8-foot meshed trees) along the 62nd Avenue garage facade. The commission debated the adequacy of these measures and agreed to require best efforts for additional landscaping on the west side, subject to neighbor cooperation and arborist review, prior to the Certificate of Occupancy.
Septic to Sewer Conversion Project Prioritizes Southern Basins; Other Areas to Follow
The City Commission discussed the septic to sewer conversion project, confirming that the specific basin where Mr. Leone resides is not part of the current project up for award. Priority basins for conversion are at the southern end of the city near Dante Pel Park and near Twin Lakes. The commission acknowledged that resources and permitting will eventually extend to other areas of the city.
Charter Review Commission Recommendations Narrowed for Ballot Consideration; Focus on Operational Efficiency
The Commission discussed and provisionally agreed to place several charter amendments on the upcoming November 3rd, 2026 general election ballot. Key items identified for potential inclusion are related to operational critical functions including vacancies, city manager purchasing authority, electronic notices for franchise agreements, and franchise versus lease terms. Items deemed less critical or potentially flawed, such as changes to meeting frequency or election timing, were set aside. The Commission will receive further language for review from the City Attorney.
