City Approves $133,500 Contract for Park of Honor Stormwater Pump Station Design

The City Council approved an agreement with Mead and Hunt for $133,500 to design a replacement stormwater pumping station at the Park of Honor. This project aims to alleviate flooding in the Western Road and Jacobs Road area and is funded by a grant from the Federal Emergency Management Agency (FEMA). Mead and Hunt was the highest-ranked firm by the city selection committee and has prior experience with the city. The firm is ready to begin design work immediately upon approval. The project includes design and permitting for the new pump station.

South Daytona Transportation Projects Worth Millions Slated for Next Five Years

Councilman Sander provided an update on upcoming traffic improvement projects for South Daytona from the Volusia Flagler TPO's proposed fiscal years 2026-27 to 2030-31 TIP amendment. Key projects include sidewalk construction on Reed Canal Road ($2.27 million, 2027), replacement of the Reed Canal Bridge ($4.07 million, 2030), construction of a South Daytona traffic camera network ($2.48 million, 2027), and replacement of the Saul Street bridge ($3.74 million, 2029). Additionally, embellishments along the Reed Canal as part of the St. Johns River to Sea Loop (Sun Trail program) are slated for 2028 at a cost of $14.9 million. These projects are funded by DOT monies.

City Council Approves $127,548 for Pope Avenue Stormwater System Rehabilitation with Grant Funding

The City Council approved the purchase of a stormwater backflow preventer from Ferguson Waterworks for $42,100 and a stormwater pump from MWI Pumps for $85,448, totaling $127,548. These components are for the Pope Avenue Stormwater System Rehabilitation Project and will be funded by a Volusia County Community Development Block Grant. The project aims to install a stormwater pump to prevent water backup in the road and homes, and replace an existing backflow preventer that is beyond its useful life. Both items are custom-made with a three-month lead time for manufacturing. Public Works will handle the installation.

South Daytona Public Works Addresses Stormwater Infrastructure and Lift Station Upgrades

City Manager Gillis reported on several public works projects, including repairs to a stormwater inlet using hydraulic cement in the Leonardo Park subdivision, replacement of lift station number 12 in the Big Tree Shore subdivision with a higher capacity unit to reduce backups, and televising/cleaning stormwater lines in the James Street area and Leonard Park subdivision as maintenance. He also noted that Volusia County has acquired property for a second stormwater pond in Leonard Park and is preparing bid documents using Transform 386 program grant funds. Environmental permits were submitted for the Aspen Pond expansion in Big Tree Village, also funded by Transform 386. Work continues on the Sherwood Forest subdivision stormwater pond, funded by Transform 386. Additionally, design work is progressing for bank stabilization of the Stevens Canal, a stormwater pond on Bryan Avenue, pump replacement at the Park of Honor, and a pump station on Pope Avenue, many funded by grants. The Melody Park Stormwater Pond excavation has restarted, and lift station number five on Violet Street is being replaced with a unit offering substantial additional capacity, funded by a grant from the Florida Department of Environmental Protection.

Residents Voice Concerns on Flooding, Praise City Projects, and Question Pet Registry at Council Meeting

During the 'Citizens to be Heard' segment, Karen O'Neill of 2179 Sherwood Drive expressed concerns about severe flooding in her neighborhood due to heavy rains, stating it makes the area unsafe and unhealthy, impacting residents, particularly older individuals and those with health conditions. She noted the flooding was not an issue when she purchased her home and that current conditions are causing significant struggles. Hubert Cornelius Scouton of 622 Ridge Boulevard praised the city's water project and thanked the Mayor, City Manager, and Vice Mayor for their assistance with difficult neighbors, also commending the code office. CJ, residing at 2929 Gaslight Drive, thanked the council for their work, inquired about garbage and yard waste pickup schedules, suggesting a newsletter update, and raised concerns about the equity and enforceability of the pet registry, particularly regarding dog breed information and potential aggression, suggesting it be removed or made more equitable.
