Holly Hill Considers Rezoning 988 Third Street from Professional Office to General Commercial

The City Commission of Holly Hill, Florida, held a first reading for Ordinance 2026-03099, which proposes rezoning approximately 0.985 acres at 988 Third Street from B-1 (Professional Office/Medical Office District) to B-5 (General Commercial District). The applicant, Steven DeVane, seeks this change to align with the property's future land use designation of general retail commercial and the surrounding B-5 zoning. Staff recommended approval, finding the change consistent with the comprehensive plan and land development regulations. The Board of Planning Appeals also forwarded a recommendation for approval. Concerns regarding flooding were addressed by staff, who confirmed that any future development would undergo a full site plan review, including stormwater management approval by the city's engineer. The applicant stated the primary purpose of the rezone is to facilitate the sale of the property, as he has no immediate development plans.

Holly Hill Discusses Dock Etiquette, Voting Delegate Appointment, and Public Safety Notifications

During the Holly Hill City Commission meeting, Commissioner D'Elia raised concerns about public dock etiquette, specifically the practice of cast-netting directly beside other anglers, which can disrupt fishing and create a mess. He proposed that the city consider posting rules on public docks, similar to those in Daytona and Ormond Beach, to promote courtesy among users. The commission also addressed the issue of assigning a voting delegate for the Florida League of Cities conference, with Commissioner Snow volunteering to take on the role. Additionally, a discussion on the city's response to sexual offender and predator notifications revealed that while the Sheriff's Office handles initial mapping and notification, the Police Department performs monthly checks and works with offenders on permitted living locations. The commission sought clarity on whether the city's rules are being strictly followed and if they are more stringent than state or county regulations.

Holly Hill Accepts Hurricane Mitigation Grant and Approves Funding for Ross Point Pier Replacement Design

The Holly Hill City Commission ratified Resolution 2026-R-38, authorizing the acceptance of a Hurricane Loss Mitigation Program (HLMP) grant award from the Florida Division of Emergency Management (FDEM). The adopted budget for fiscal year 2025-2026 was amended to recognize this grant revenue. The commission also approved Resolution 2026-R-39, which authorizes an A&E agreement with Dredging and Marine Consultants for pre-construction tasks related to the Ross Point Pier replacement. This includes field investigations, design, engineering, permitting, and construction administration. A budget amendment of $125,100 was approved to fund these pre-construction tasks. The pier replacement aims to replace infrastructure damaged by hurricanes and involves a design change to a T-shape with three pavilions, marketed as an observation pier. The city is pursuing a significant ECHO grant for this project, estimated at $1 million, for 50% of the cost. Commissioners discussed the pier's design, with one expressing a desire for it to extend further into the water, but acknowledged the design modifications are intended to improve scoring for the ECHO grant.
