City Formalizes Partnership for Big Idea Blitz and Moonshot Programs
The council approved a resolution to enter into a Memorandum of Understanding (MOU) with the Sky Islands Regional Partnership and Friends of Sierra Vista Area Association to support the Big Idea Blitz and Cochis County Moonshot programs. This agreement formalizes existing partnerships and outlines the responsibilities of each organization in moving these initiatives forward. The Sky Islands Regional Partnership and Friends of the Sierra Vista Area Association were present at the meeting.
City to Pass Credit Card Merchant Fees to Customers
The council approved a resolution to change the collection of credit and debit card merchant fees. Due to increasing credit card fees, which amounted to $200,000 through February of the current fiscal year (approximately 3.7% of aggregate fees), the city will now transfer the actual payment of these interchange fees to the customer using the card. This policy change is permitted by law and aims to offset the growing costs incurred by the city. An exception is made for Laura's leisure fees, which are already incorporated into charges due to system limitations. The fees apply to transactions made with community development software, FOIA software, animal control software, and Tyler Technologies, with sewer and payments being significant contributors. Electronic checks and bill pay functions through banks will not incur these fees. The decision follows negotiations with merchant services that did not sufficiently reduce the fees.
Councilman Requests Agenda Item on Vote Results; Celebrates Anniversary
Councilman Kilmurray requested that an item regarding council vote results and the Public Information Officer (PIO) release be added to the next work session agenda. He also celebrated his 24th wedding anniversary with his wife, mentioning they would be heading to Elgin to celebrate.
Vice Mayor Attends Veterans Event; Mayor Speaks at Tucson Dinner
Vice Mayor Flowers congratulated Councilman Kilmurray on his anniversary and also stated she would attend the 'Stand Up for Freedom' dunk tank event. Mayor McCaw mentioned he would be speaking at a scholarship dinner in Tucson but that donations for the 'Stand Up for Freedom' event could still be made via QR code.
City to Transition Retiree Health Coverage to State Plan
The council approved a resolution to consolidate the city's policy on retiree health coverage into a single document, effective for retirees retiring on or after August 1st. Existing retirees will remain on the city's plan. The change involves moving new retirees from the city's plan to the state's United Health Care Network plan. This move is intended to mitigate the impact of high-dollar claims on the city's stop-loss insurance, which could raise rates for current employees. For employees hired before July 1st, 2012, the city will subsidize premiums to ensure there is no financial difference compared to the current city plan, with the primary change being the network provider (United Health Care instead of Blue Cross Blue Shield). Employees hired after July 1st, 2012, will be automatically placed on the state plan without city subsidies, which is noted as standard practice for most cities due to the expense of maintaining retiree health plans. The city has communicated this change to employees, and no one has expressed a need to retire early to remain on the city's plan.
