Sidelia Reports Positive Revenue Trends for Fiscal Year 2027
The Finance Director reported positive revenue trends for Fiscal Year 2027. Sales tax revenue, including use and marijuana sales tax, is approximately $5 million year-to-date, which is $147,000 (3%) higher than the previous year and aligns with the budgeted increase. Franchise tax is nearly $350,000 year-to-date, an increase of $75,000 primarily due to electric tax collection. Transportation taxes total $217,000 year-to-date, about $20,000 higher, driven by increases in gasoline tax, vehicle sales, and vehicle fees. Property taxes collected year-to-date are around $88,000, a slight increase of $2,000, with the majority of receipts expected in December and January.
Grand Avenue Water Main Project Finalized with Cost Increase and Date Extension
The City Council approved Change Order Number One for the Grand Avenue Water Main replacement project. This change order increases the contract amount by $11,775, bringing the final contract total to $937,652.39. It also extends the completion date from April 1st, 2026, to May 11th, 2026. The adjustments were necessary due to unforeseen differences in existing water system components encountered during construction, requiring compatible materials and parts.
Sidelia to Seek Grant for Urban Forestry Expansion
The City Council considered a resolution authorizing the submission of a grant application to the Missouri Department of Conservation for the Tree Resource Improvement and Maintenance (TRIM) grant program. If awarded, the $25,700 grant would fund the removal of ash trees affected by the emerald ash borer, support public education on urban forestry, and aid in planting and replacing trees to expand Sidelia's urban forest.
No-Cost Change Order Extends Washington Avenue Bridge Project for Enhanced Safety Testing
The City Council considered approving Change Order Number One for the Washington Avenue Bridge rehabilitation project, submitted by HDR Engineering. This is a no-cost change order that extends the contract completion date to September 30th, 2026. The extension allows HDR to continue providing engineering support and construction inspection services through project completion. The change order also adds ultrasonic non-destructive testing of all 28 bridge trust pins, installed in 1988, to establish a baseline assessment and identify potential internal wear or defects. This testing is a proactive measure due to additional corrosion discovered during construction and aims to ensure the bridge's safety and structural integrity without additional cost to the city. Staff anticipates this testing will not delay the bridge reopening.
