Sky Park Open Space Maintenance District Assessments Approved by City Council
The City Council held a public hearing and approved the levy and collection of assessments for the Sky Park Open Space Maintenance District. The district, formed in 1995 under the Landscaping and Lighting Act of 1972, covers maintenance of the linear trail and green belts. A flat annual fee of $219.74 per parcel ($41,750.60 total annually) was established, with no escalation. The proposed annual expenses for the coming fiscal year are $41,750.60, covering maintenance, repairs, city administration, and a self-insurance fund. Concerns were raised by residents regarding inconsistencies in reported line items for the engineering report, the renewal of the contract with K&D Landscaping, and the condition of trees along Sky Park between Mount Herman and Navigator Drive. The city plans to transition to weekly service for the linear trail and is seeking feedback on K&D's performance. A specific area with overgrown trees has been flagged for review by the Fire Marshall.
Community Meeting Scheduled for 125 Bethany Housing Project; EIFD Meetings Set; No Current Plans for Senior Care Zoning
The city manager provided an update on the proposed 125 Bethany housing project, announcing that staff is planning a community conversation on July 1st at 6 p.m. in the council chambers. The meeting will include the applicant and staff to discuss the project and answer community questions. Separately, the city has identified the next three meeting dates for the Enhanced Infrastructure Financing District (EIFD) Public Financing Authority Board meetings, continuing the formation process. Notices will be mailed to property owners and tenants within the district (covering about 8% of the city), with the first meeting scheduled for September 14th. Regarding zoning, the Mayor stated there are no current plans for rezoning property specifically for senior care, although efforts have been made to encourage senior housing development.
City Announces Upcoming Celebrations for Juneteenth, Fourth of July, and City's Incorporation Day
The city manager provided updates on upcoming community celebrations. City offices will be closed on Friday for the Juneteenth holiday. The Fourth of July parade will have a 60s theme and a 250-year theme, followed by a block party at the Boys and Girls Club. The city's incorporation day on August 2nd will include a large party at Sky Park with various activities, including a portable roller rink. Residents are encouraged to sign up for the parade and check the summer activity guide. The next city council meeting is August 5th, following a July recess.
Council Committees Report on Energy, Transportation, Waste Management, and Regional Planning Initiatives
During the meeting, several committee reports were provided. Council Member Tim reported on 3CE (Central Coast Community Energy) and WRAPS (Regional Analysis and Planning Services). Vice Mayor Clark reported on the Regional Transportation Commission (RTC), mentioning the adoption of the 2050 Environmental Impact Report and awarding a contract for Segment 12 of the Coastal Rail Trail. He is also seeking a community member for the Bicycle Advisory Committee. Council Member Wimp reported on the Integrated Waste Management Local Task Force (discussing reusable dishware ordinances and SB 54) and AMBAG (Association of Monterey Bay Governments), including the 2050 Metropolitan Transportation Plan. The City Manager provided several updates on road work, community meetings, grants, and events.
City Secures E-Bike Grant, Celebrates Successful Wacky Soccer Tournament, and Junior Police Academy Popularity
The city manager announced that the police department received a $25,000 OTS grant for e-bike education and enforcement, in partnership with Ecology Action. Additionally, the city enjoyed a successful Wacky Soccer Tournament with 20 teams, creative games, and costume contests, culminating in World Cup ticket giveaways. The city manager also congratulated the teams involved in hosting the tournament and noted the popularity of the Junior Police Academy, which is oversubscribed this summer.
