Campbell Awards City Surveyor Contract to Gaida

The City Council approved awarding a contract for city surveyor services to Gaida. This consultancy is needed because the city lacks in-house expertise for subdivision map certifications. The initial contract is for two years, costing $250,000, with options for three one-year extensions at $125,000 annually, including CPI increases and a workload contingency. Gaida was selected from six firms responding to an RFP, with a panel identifying them as the most qualified. The contract covers subdivision map reviews and other miscellaneous surveying tasks. Costs are budgeted within Public Works, offset by map review fees from applicants.

Campbell City Council Approves Compensation Adjustment

The council discussed and voted on adjusting council member compensation. State law allows for a 5% annual increase, with the current salary of $1,275 potentially increasing to $1,402.50. The council decided to introduce an ordinance to adjust compensation, with the increase taking effect in January. Council Member Scazola supported the maximum increase to encourage broader participation in running for council, citing a personal example of someone who was motivated to run after a previous small increase. Council Member Hines and Vice Mayor Bybee also supported the staff recommendation for the increase. The ordinance was introduced and its further reading was waived.

Campbell Council Initiates Rezoning for Chapman Drive Property to Allow Home Expansion

The City Council considered a request to initiate a general plan amendment for a property at 480 Chapman Drive. The applicant seeks to change the land use designation from neighborhood commercial to low density residential. The property currently has a single-family residence, which is a non-conforming use under the commercial zoning. Rezoning would make the residence a conforming use, allowing the homeowner to expand the home to accommodate their growing family. The proposal also includes a request for a reduced application fee, with staff recommending $6,000 instead of the typical $36,000+ for such amendments. The council supported initiating the general plan amendment and approved the reduced fee. The applicant, Alicia, and GKW Architects (Jenny and Gordon) presented the case, emphasizing their commitment to Campbell as their forever home.

Campbell Sets November Election Date, Approves Candidate Fees and Tie-Vote Procedure

The City Council called for a general municipal election to be held on November 3rd for districts 3, 4, and 5. The filing period for candidates will be from July 13th to August 7th. The council approved the consolidation of the election with the county registrar of voters. To manage costs, the council decided to resolve any tie votes by lot rather than holding a separate runoff election. Additionally, candidates will be charged a $300 fee for their statements in the ballot materials, subsidizing the actual cost of $3,392 per statement borne by the city.

Campbell Extends Urgency Ordinance for Housing Near Transit Act

The council considered extending an interim urgency ordinance related to Senate Bill 79 (Abundant and Affordable Homes Near Transit Act of 2025). This ordinance allows the city to exclude certain sites from its housing density requirements, specifically those over one mile walking distance from a transit stop or historic register sites. The council had previously identified eligible sites for removal on June 2nd. The urgency ordinance was initially effective for 45 days and was set to expire on July 17th. The current proposal seeks to extend the ordinance for an additional 10 months and 15 days to allow staff time to develop permanent policies. Due to conflicts of interest, Council Members Lopez, Hines, and Mayor Furtado recused themselves, requiring the invocation of the rule of necessity and a straw draw to determine which two council members could participate. Council Member Scizola drew the short straw and recused himself, leaving Vice Mayor Bybee and Council Member Lopez to hear the item. The motion to adopt the interim ordinance passed with a four-fifths vote.
