Draft Transportation Master Plan Highlights Safety, Efficiency, and Multi-Modal Options
The council reviewed and discussed the draft Transportation Master Plan, which outlines projects and policy considerations for the next decade. Key goals include efficiency, optimization, and safety, with a new emphasis on beautification. Public engagement revealed that traffic relief and safety are top priorities for residents, who also expressed a desire for more walking, biking, and transit options, citing feeling unsafe as a major barrier. The plan includes a short-term (5-year) and midterm (5-year) project list, with an allocated $4 million for midblock crossings. Policy considerations discussed include managing rideshare/micro-mobility services and revisiting functional classification of roadways. The plan is intended to support a growing community, though recent population trends were noted. There is an ongoing effort to coordinate with G-DOT and Cobb County on infrastructure improvements, particularly concerning bridges and multi-modal travel.
City Council Approves FY2027 Budget with No Tax Increases
The City Council approved the final proposed FY2027 budget. The budget totals $1.089 billion with a general fund of $170.3 million. It maintains the established tax rate of 4.731 mills and includes no tax or fee increases. The budget fully funds city operations and supports 664 employees. The approval followed a public hearing and was moved by Mr. Paulson, seconded by Dr. Kelly.
City to Apply for DOJ Grant for Backup 911 Communication Center
The council approved the submission of a grant application to the U.S. Department of Justice COPS Office Technology and Equipment Program for the ChatCom Backup 911 Emergency Communication Center Project. The city has already been approved for over $3 million in funding through congressional directed spending, and this grant is the required mechanism to receive those funds. No local match is required, though the city will provide staff resources for project management and operation. Major Forest Bohannan presented the item, and the resolution was approved with a motion by Mr. Roberts, seconded by Dr. Kelly.
Gracie Grey Contractors Awarded Guardrail Replacement and Maintenance Contract
The council approved a resolution to award a contract to Gracie Grey Contractors, Inc. for guardrail replacement and maintenance services. This contract will complete upgrades at nine remaining locations to meet current Georgia Department of Transportation (GDOT) standards and provide ongoing citywide guardrail maintenance for a 5-year term. Gracie Grey Contractors was the lowest responsive and responsible bidder at $951,634.00. The city has previously worked successfully with this contractor. Public Works Director Marty Martin presented the item.
Final Change Order Approved for Brandon Mill Sidewalk Project
The council approved Change Order 3 for the Brandon Mill sidewalk project, totaling $29,565.63. This final change order addresses additional granite wall cap and class B concrete pavement widening. The project, initially awarded in September 2024, has had two previous change orders for time extension, traffic control, and paving quantity overages. The change order ensures a consistent aesthetic for the walls and a solid foundation for the roadway.
