City Moves to Require Conditional Use Permits for New Bars

The City Council initiated a code amendment study to change the process for new bars from a 'by-right' use to a 'conditional use permit' (CUP) process. Currently, bars can be established in multiple commercial, industrial, and open space zoning districts without significant review, public notice, or the imposition of conditions. Staff investigated this issue after a previous discussion regarding an alcohol lounge. The proposed change would require bars to undergo review by staff and the Planning Commission, involve public notification, and allow for conditions to mitigate neighborhood impacts. This change would apply to all zoning districts, specific plans, and comprehensive development plans, though existing bars with licenses would be grandfathered in.

Country Hill Storm Drain Replacement Project Contract Awarded to Oppenheimer National

The City Council awarded a contract to Oppenheimer National for the Country Hill Storm Drain Replacement Project, with a construction bid of $265,000. The project involves replacing a deteriorated 1984 corrugated metal pipe with a more durable HDPE pipe. The alignment has been changed to a straighter, more efficient path, reducing the length from approximately 400 feet to just over 300 feet. The existing easement will be abandoned, and a new easement will be established. The project is anticipated to start in mid-to-late July 2026 and complete by mid-to-late September 2026, before the rainy season. The total projected cost is around $322,000, well within the allocated CIP budget of over $584,000.

Youth Sports Organization Seeks Partnership to Improve Local Fields

Tim Vizzy, representing NextGen NFL Flag and Victory Athletic Center, addressed the council regarding the condition of fields adjacent to Victory Athletic Center. He thanked the city for recent investments in revamping the sports park fields. Vizzy highlighted that their league currently plays in Dana Point but aims to play in San Juan Capistrano. He described the current fields as having uneven surfaces, worn areas, and deterioration impacting play quality and safety. He emphasized that investing in these fields is an investment in the community's youth, enabling expanded play, camps, and clinics, and fostering partnerships with the city.

City Initiates Study to Require Conditional Use Permits for New Bars

The City Council initiated a code amendment to require a Conditional Use Permit (CUP) for new bars, changing them from 'by-right' uses. Currently, bars can be established in various commercial, industrial, and open space zones without significant review. This change aims to allow staff and the Planning Commission to assess potential impacts on neighbors, businesses, and schools, and to impose necessary conditions. The amendment will involve reviewing all specific plans and development plans. Existing bars will be grandfathered in. This initiative stems from concerns raised during discussions about alcohol-related uses, including a previous request for a private alcohol lounge and the sale of beer at Tocova's boot store.

City Approves Purchase of Five EV Charging Stations for Community Center Sports Park

The Council approved the purchase of five ChargePoint electric vehicle (EV) charging stations for the Community Center Sports Park at a cost of $236,000 for equipment and software. The total project cost is estimated at over $457,000, funded by a combination of prior appropriations ($150,000 FY 21-22), a federal grant ($76,000), and new appropriations ($270,000 AQMD funds in FY 26-27 CIP budget), totaling over $496,000. The project location has been moved to a landscaped parkway north of the facility to avoid utility conflicts and maintain parking availability. The city will retain 90% of the charging revenues. The competitive bidding process was waived through participation in Sourcewell, a government agency facilitating cooperative purchasing. The council also approved a $39,000 surplus from the project funds.
