City Council Addresses Coyote Concerns, Confirms Ongoing Removal Efforts and Enhanced Hazing
The City Council addressed the ongoing issue of aggressive and habituated coyote activity, confirming that coyote removal efforts are continuing and are conducted overnight for safety reasons. During the day, enhanced non-lethal hazing, such as using compressed air guns, is employed. The city has contracted with an animal control company to increase the frequency of hazing services, and local security staff are also assisting. The council also discussed the importance of safe and responsible gun ownership during Gun Violence Awareness Month and acknowledged the challenges of balancing Second Amendment rights with public safety. The police chief advised against residents arming themselves with paintball or pepperball guns due to potential safety risks and misidentification by law enforcement. There was also discussion about the animal control contract with Laguna Beach, with concerns raised about understaffing, and the city is considering hiring an additional full-time animal outreach officer and potentially amending the contract. The importance of reporting wildlife feeding was heavily emphasized as a significant contributing factor to coyote habituation, and residents were encouraged to report instances of feeding and suspected coyote denning. DNA evidence was used to identify and remove a coyote that had bitten a resident, highlighting the effectiveness of inter-agency coordination. Concerns were also raised about the potential impact of the coyote issue on property values and resident safety, particularly for pet owners and the elderly.
Mobile Gas Station Sign Program Approved by City Council
The City Council considered a sign program application (SP-2026-0001) for a Mobile branded gas station located at 24362 El Toro Road. The program, submitted by GNG Fuel LLC, covers permanent signage for the property, including two monument signs, canopy logo signs, dispenser graphics, wave and blade elements, building channel letters, and a building logo. Existing pole signs advertising fuel prices and a professional auto repair sign would be removed. The monument signs are designed to be shorter than a nearby Shell station's signs and will feature LED text limited to red or green, with a condition preventing changes more frequently than once every five minutes. The monument sign footings will match the building's brick material for visual continuity. Public comments included questions about the station's construction timeline and an inquiry about the design's light impact.
City Council Approves Mid-Year Budget Adjustments, Including New Animal Outreach Officer and IT Funding
The City Council approved a mid-year budget adjustment, including the authorization to hire a full-time Animal Outreach Officer and remove a vacant Assistant City Manager position. Additional appropriations were approved for the IT and Cybersecurity account ($136,855) to modernize services and build infrastructure, and for Measure M2 requirements ($36,672) to meet minimum expenditure levels for transportation projects. The budget adjustments result in a 1.95% increase in appropriations for the upcoming fiscal year. The council also adopted updated chapters of the city's budget and work plan, resolutions amending employee positions and the budget, and an annual appropriations limit. A stipend of $250 per month was established for employees providing enhanced coyote hazing services.
City Hall Renovation Phase 5 Approved; Construction Contract Awarded
The City Council approved plans and awarded a construction contract for Phase 5 of the City Hall refurbishment and safety project, which involves modernizing the first floor, public spaces, and office areas. The construction contract was awarded to MLC Constructors Incorporated for $1,433,931, with an authorized change order budget of 15% to account for potential unforeseen issues in the older building. Additionally, the council approved an agreement with Safe and Sound Security Incorporated for security system improvements, including access control and surveillance cameras, not to exceed $171,736.15. The project aims to improve employee working conditions and public access areas, with the first-floor staff to be temporarily relocated to a modular trailer.
City Council Places Lien on Property for Unpaid Abatement Costs
The City Council approved a resolution to make the unpaid abatement costs for a public nuisance at 24351 Moulton Parkway (Rossmore Electric Building) a lien on the property. The city incurred nearly $17,000 in costs to remove a deteriorated houseboat after the property owner failed to do so themselves or address the city council regarding the costs. The lien will be collected as a special assessment through property tax payments by the County of Orange.
